Research On The Dilemma And Countermeasures Of Comprehensive Law Enforcement Of Urban Management In The Old City Of Lhasa

Comrade Xi Jinping pointed out that "we should strengthen governance according to law,be good at using legal thinking and legal methods to solve the difficult problems of urban governance,and strive to form a new pattern of urban comprehensive management under the rule of law".The rapid expansion of urban scale poses many challenges to the comprehensive law enforcement work of urban management.To adapt to the process of urbanization,urban managers need to innovate governance models and improve the level of urban management.To this end,the Chinese government has explored the comprehensive law enforcement system of urban management,and has successively promoted and carried out the pilot work of comprehensive law enforcement of urban management in various places.Comprehensive law enforcement is an innovation of law enforcement methods.In practice,it has also proved that it plays an important role in solving the long-standing problems of multi-head law enforcement,overlapping powers and expansion of administrative law enforcement agencies,and reducing the cost of administrative law enforcement.This article focuses on the comprehensive law enforcement issues of urban management in the old urban areas of Lhasa City,Tibet.It sorts out the historical development,current situation,and countermeasures of comprehensive law enforcement in the old urban areas of Lhasa City,with a focus on exploring the traditional,ethnic,and modern characteristics of Lhasa City as a city in ethnic areas.The comprehensive law enforcement of urban management in the old urban areas of Lhasa City will inevitably face national common problems such as repeated law enforcement,multiple law enforcement,and mutual blame,At the same time,it also faces unique difficulties in the old urban areas of border ethnic areas,such as the handling of ethnic related issues in the comprehensive law enforcement process,the selection of language for popularizing the law,and the high density of Buddhist believers and monks living in the old urban areas of Lhasa,as well as communication and coordination among law enforcement personnel,believers,and residents.Focusing on the current situation of comprehensive law enforcement in urban management in the old urban area of Lhasa,this article analyzes the shortcomings in the current comprehensive law enforcement in urban management in the old urban area,and draws on the experience of urban management law enforcement in other regions to solve common problems.It also conducts in-depth thinking on the special problems faced by comprehensive law enforcement in urban management in the old urban area of Lhasa.It is hoped that more scholars will pay attention to research in this field and fill the research gap in this field.The thesis mainly includes the following five parts: Firstly,in the introduction part,the research background,research purpose and research significance are explained.At the same time,the research status at home and abroad is reviewed,and the research methods and main contents used in writing this thesis are introduced.Secondly,in the second chapter,the basic concepts and basic theories of comprehensive law enforcement of urban management are discussed.Combined with the content and scope of powers of urban management law enforcement in the old city of Lhasa,the concepts of comprehensive law enforcement and comprehensive law enforcement of urban management are defined respectively.The basic theories of administrative law and historical changes in the comprehensive law enforcement system of urban management.The third chapter introduces the current situation of comprehensive law enforcement of urban management in the old city of Lhasa,the general introduction of comprehensive law enforcement of urban management in the old city and the particularity of law enforcement in the region.As well as the legal basis,the main body of law enforcement and the content and scope of powers of comprehensive law enforcement of urban management in the old city of Lhasa are sorted out.At the same time,combined with the practice of comprehensive law enforcement of urban management in the old city of Lhasa,this paper points out the problems existing in the comprehensive law enforcement of urban management,such as unclear legal basis and lack of supervision in the operation of local laws and regulations,imperfect cooperation mechanism in the law enforcement process,inadequate implementation of the center of gravity of comprehensive law enforcement,non-standard procedures,and weak law enforcement force.In the fourth chapter,the advanced experience and practices of other provinces and cities in China and foreign countries in the comprehensive law enforcement of urban management are introduced.Finally,some suggestions for optimizing the comprehensive law enforcement of urban management in the old city of Lhasa are put forward.In view of the problems existing in the comprehensive law enforcement of urban management in the old city of Lhasa,corresponding countermeasures are put forward,such as perfecting the legal guarantee mechanism of urban management law enforcement,revising the Protection Regulations of the Old City of Lhasa as soon as possible,standardizing the law enforcement procedures and innovating the law enforcement methods,and improving the quality of law enforcement personnel.In the conclusion,some ideas and expectations are also put forward.
