Informal System And China’s Green GDP Growth Relationship Research

In the process of economic development,China has encountered some problems,such as environmental deterioration,the imbalance between economic development and environmental protection,the catch-up and extensive traditional economic development model of quantity growth has no longer met the needs of contemporary China’s economic development.Facing the needs of economic development in the new era,the Fifth Plenary Session of the 19 th CPC Central Committee put forward the requirements of "three new and one high",that is,accurately grasp the new development stage,fully implement the new development concept of "innovation,coordination,green,open and sharing",accelerate the construction of a new development pattern with domestic circulation as the main body and international cycles reinforce each other,vigorously promote high-quality development with innovation as the primary driving force,coordination as the internal feature,green as the universal form,opening up as the only way,and sharing as the fundamental goal.In the process of pursuing high-quality development.In order to achieve high-quality development,governments at all levels have an increasing demand for modern governance theories,calling for continuous innovation in social governance,green governance is becoming a new governance paradigm.Innovating the social governance system,while paying attention to the formal institutional rules of the national policy and the rule of law,we should not ignore the construction of informal systems such as traditional social values,social ethics,social norms,ideology and customs rooted in the society.Based on the concept definition and theoretical basis,the paper constructs an informal system index system and a green GDP accounting system.Analyzing the relationship between informal institutions and green GDP growth in China by combining theory and empirical evidence,exploring the internal mechanism of informal institutions,promoting the positive change of informal institutions,it is of great significance to further realize national goverance and pursue green development.The main contents and relevant conclusions are as follows:(1)The Connotation and Measurement Analysis of Informal System Theory.According to the concept and theoretical framework of informal system,the informal system evaluation index system is constructed from four aspects: cultural tradition,ideology,customs habits and ethics.The entropy weight method is used to calculate the overall development level of China’s informal system and the weight of the four contents.Research finding:(1)The development level of China’s informal system is generally on the rise,rising from 0.234 in 2001 to 0.840 in 2020,and achieving a3.6-fold increase in the past 20 years.(2)In the informal system,cultural tradition has the highest weight,followed by customs habits,and ethics has the lowest weight.(2)Green GDP accounting and current status analysis in China.Make relevant calculation of China’s green GDP from 2001 to 2020,make qualitative analysis of resource consumption,environmental pollution,environmental benefits and the current situation of China’s green GDP growth.According to the analysis results,the current problems in green economy development are summarized.Studies have shown:(1)In terms of total volume,green GDP increased from 1032044 billion yuan in 2001 to 9828195 billion yuan in 2020.It shows that China’s green economy development level is constantly improving,but there is still a lot of room for improvement.(2)The proportion of resource consumption cost in GDP is decreasing;the proportion of total environmental pollution control investment in GDP is rising or decreasing,but the overall upward trend is stable;the total benefit of environmental improvement is generally showing an upward trend.(3)The relationship between the informal system and China’s green GDP growth.Under the new normal,informal institutional innovation is one of the necessary means to promote the green social governance and the key to shift the economy to high-quality development.Based on the theoretical analysis,the relationship between the internal mechanism of informal system and green GDP growth is analyzed,and then to study the relationship between the overall development level of informal system and green GDP growth by the Granger causality test,pulse response function and variance decomposition based on the VAR model.Finally,we further refined the study and used the gray correlation degree model to study the degree of association between cultural tradition,ideology,customs habits,ethics and green GDP growth.The results show:(1)The informal system is the one-way Granger causal cause of green GDP growth.From the cumulative pulse response chart,it has an obvious positive effect on the green GDP,and the variance decomposition shows that the informal system has a large variance contribution in the process of green GDP growth.(2)Among the four contents of informal system,cultural tradition has the highest degree of correlation with green GDP,customs habits are second only to cultural tradition,ideology and ethics are slightly low,but the correlation with green GDP is greater than 0.7,which also has a very significant correlation.Based on the above theoretical and empirical studies.This paper relying on the new public service theory and multicenter theory,from the "soft power in social governance","establish perfect cultural security system of social governance","strengthen the informal system construction with ideology as the core","grasp the custom of grassroots social governance logic","the moral ethics system of building a social governance community".Put forward the policy suggestions to promote the positive change of the informal system,to form a grand pattern of inclusive development between man and nature.We will explore ways to coordinate the economic,social and ecological environment,realize green transformation governance,and help the demand of The Times for high-quality development in the new era.
