Study On The Construction Of Green Governance Model Of Local Government

Since the 1970 s,with the continuous development of global economy and science and technology,human demand for nature has exceeded its carrying capacity and repair capacity,resulting in a series of ecological and environmental problems,and the ecological and environmental crisis has become more and more serious.The seriousness of the ecological environment and the emergence of pollution incidents make the ecological environment problem become the focus of national attention in recent years.In 2012,the Eighteenth National Congress of the Communist Party of China put forward five development concepts: innovation,coordination,green,open and sharing.In 2015,the Political Bureau of the Central Committee of the Communist Party of China put forward the concept of "greening" for the first time.In 2017,General Secretary Xi Jinping proposed in the 41 st collective study of the Political Bureau of the Central Committee that we should speed up the construction of a green action system governed by the government,enterprises and the public.It can be seen that both the increasingly serious ecological environment problems and the need for the government to achieve green transformation have put forward higher requirements for the government's ability to deal with ecological environment problems.However,the traditional governance model of regulatory government has not been fundamentally changed and can not meet this requirement.Moreover,the role of enterprises,social organizations and the public in the management of public affairs has become increasingly prominent.As a result,green governance emerged as a new governance paradigm.Green governance aims at the concept of green development,emphasizing that multi-subjects participate in the governance of public affairs related to the ecological environment in coordination,so as to realize the harmonious development of man and nature.At present,there are abundant indirect and less direct achievements in the research of Green Governance in academic circles,and the research results are fragmented,mainly focusing on the concept,system,mechanism and criteria of green governance.However,the specific model of green governance has not been discussed in depth.The local government green governance model constructed in this paper is the exploration of the new era governance model dedicated to solving the problems related to the ecological environment.As the first national comprehensive reform and innovation zone approved by the State Council,Binhai New Area aims to gradually build into a livable ecological city with prosperous economy,harmonious society and beautiful environment.Since General Secretary Xi Jinping put forward the idea of speeding up the construction of beautiful Tianjin in 2013,Binhai New Area has implemented the concept of green development from the aspects of comprehensive pollution control,ecological protection and restoration.The government of Binhai New Area,together with enterprises,social organizations and the public,has participated in green governance to jointly build beautiful coastal areas.Therefore,Binhai New Area is selected as a case study.Firstly,based on the concept of green development,service-oriented government governance model and collaborative governance theory,the SFIC model and Yu Jianxing collaborative model are selected as the basic model through comparative analysis.According to the logic of "green governance motivation-green governance process-green governance results",the local government green governance model is constructed.Secondly,the component links of the model,namely,the motivation link,the process link and the result link,are elaborated.Finally,according to the three links of the local government's Green Governance model,the paper analyzed the governance model of Binhai New Area,pointed out its problems and put forward the improvement path of the green governance model of Binhai New Area.Combined with the green governance model of Binhai New Area,the above-mentioned construction model was amended.The green governance model of local government constructed in this paper refers to the green development as the purpose,led by the local government,enterprises,social organizations and the public to participate in the green governance model.Through exploring the green governance model of local governments,this paper aims to provide theoretical reference for local governments to realize green transformation,and lay a theoretical foundation for promoting the modernization of national governance system and governance capacity.
