Lenin’s Supervision Thought And Its Contemporary Value

Supervision is an inherent element of governance and plays an important role in governing the Party and the country.How to achieve effective supervision of power is a major issue facing the Party and the country.On the basis of inheriting the supervisory ideology of Marx and Engels,Lenin,based on the actual construction and reform of state organs,proposed important viewpoints on the restructuring of the Workers’ and Peasants’ Inspection Institutes,such as "merging the Workers’ and Peasants’ Inspection Institutes with the Central Supervisory Commission," "improving the authority and independence of supervisory organs," and "strengthening supervision over high-level Party leaders and cadres." This played a crucial role in strengthening the construction of the Party and state organs in the Soviet Union.Since the 18 th National Congress of the Communist Party of China,the reform of China’s supervisory system has achieved remarkable results,and the fight against corruption has achieved landslide victory and been consolidated comprehensively.The report of the 20 th National Congress emphasized the need to "improve the Party’s unified leadership,comprehensive coverage,and authoritative and efficient supervision system".With the continuous deepening of the reform of the national supervisory system,a systematic study of the main connotations of Lenin’s supervisory ideology has practical implications and practical significance for further building a centralized,unified,authoritative,and efficient national supervisory system in China.This article is mainly based on Lenin’s text "How to Restructure the Workers’ and Peasants’ Inspection Institutes" and explores the following three parts.The first part sorts out the historical background of Lenin’s supervisory thought from the perspective of world conditions,national conditions,and party conditions,and analyzes the ideological origins of Lenin’s supervisory thought.It points out that Lenin’s supervisory thought inherits Marx and Engels’ supervisory thought and is also a critical absorption of Western power restriction thought.The second part discusses the main content,basic characteristics,and practical application of Lenin’s supervisory ideology.He proposed ideas such as uniting party and government supervisory agencies,improving the authority and independence of the Workers’ and Peasants’ Inspection Institutes,strengthening the talent construction of the supervisory team,and strengthening supervision over the highest power,which were scientific,people-oriented,and practical.They played a positive role in the early practice of Soviet Russia and also provided experience for the reform of China’s supervisory system in the new era.The third part summarizes the contemporary value of Lenin’s supervisory ideology.Lenin’s supervisory ideology has important theoretical and practical value.It not only enriches and develops Marx and Engels’ power supervision ideology,improves the theory of proletarian party internal supervision,but also provides practical guidance for future socialist country construction,and has profound reference significance for China’s sound supervisory system.Lenin’s supervisory thought is an innovative thought rooted in the practice of the Soviet Union,which is progressiveness and enlightening.Although a series of measures taken by Lenin were not further implemented after his death,Lenin’s supervisory ideology to some extent dealt a blow to bureaucratic style and corruption issues,and is still one of the most valuable creative ideas to this day.General Secretary Xi said "Communists should regard reading Marxist classics and understanding Marxist principles as a way of life and a spiritual pursuit.They should use classics to cultivate righteousness,refine ideas,elevate the realm,and guide practice".This article starts with Lenin’s text "How to Restructure the Workers’ and Peasants’ Inspection Institutes",and delves into the main content and value of his supervisory ideology,hoping to contribute some meager strength to the construction of supervisory work in China.
