Research On The Countermeasures Of Deepening The Reform Of China’s Supervision System From The Perspective Of Lenin’s Supervision Thought

After the October Revolution in Russia,the Provisional Government was completely overturned,and the first socialist country appeared in the process of human development.After the foundation of the Soviet regime,Russia faced many obstacles to development,such as slow economic and cultural development,corruption in state institutions was extremely serious,corruption also existed within the party,the state’s supervision mechanism was extremely incomplete,and so on.Influenced by the thoughts of Marx and Engels on the supervision and restriction of power,Lenin proposed many measures to supervise the power of the Party,state agencies and their staff.In his later years,Lenin further discussed the necessity of the reform of the supervision system in socialist countries,and proposed specific reform ideas and standards to be followed in the process,and gradually formed a more comprehensive supervision system.Lenin’s supervision thought is rich in connotation,mainly including:emphasizing the unity of the legal system,opposing the trend of diversification and localization of the legal system;establishing a vertical supervision leadership system to prevent abuse and alienation of power;emphasizing the essential role of the people in supervising activities and encouraging the people to take part in the management activities of the country;merging the Party and government supervision organs and building a strong and efficient supreme supervision organ;reducing the number of workers and peasants procuratorate personnel,improving the quality of personnel.Lenin’s theory of power supervision and restriction is not only conducive to advancing the development of Russian supervision work,but also provides an important theoretical basis for the further promotion of China’s supervision work.The reform of supervision system is not only an extremely important step in the process of supervision work in China,but also a momentous decision for the Party and the country to reinforce their own supervision.Meanwhile,it is a major reform that affects the political and supervision systems of the country as a whole.In 2016,China implemented the pilot work of supervision system reform in some provinces and municipalities.In 2017,the report of the 19th National Congress clearly pointed out that it was essential to deepen the supervision work,supervision committees should be set up from the central and local governments,and the scope of supervision objects should be expanded.In 2018,the relevant provisions of the supervision committee were added to the Amendment to the Constitution of China.Subsequently,the National Supervision Committee was set up in accordance with the Supervision Law.At present,our country’s supervision work has made many major achievements,but there are still many shortcomings.The important content of Lenin’s supervision thought should be used for reference to further promote the reform of our country’s supervision system.In this paper,the basic meaning of Lenin’s supervision thought is defined,the formation conditions of Lenin’s supervision thought is summarized,the theoretical basis of Lenin’s supervision thought is expounded,the forming and developing stages and important contents of Lenin’s supervision thought are combed,and the significance of Lenin’s supervision thought to our country’s supervision work is discussed.Based on the evaluation and analysis of the achievements and problems of China’s supervision system reform,taking Lenin’s supervision thought for reference,the countermeasures to deepen China’s supervision system reform from the perspective of principles and specific measures are raised:perfecting the supporting laws and regulations of the supervision law;smoothing discipline and law convergence,law and law convergence;reinforcing the connection between the supervision law and the national compensation system;clarifying the duties of the Supervision Committee and the Discipline Commission;reinforcing the supervision of the supervision committee;and enhancing the construction of supervision team.
