| With the continuous development of new business forms relying on Internet technology,flexible employment in new business forms has become one of the important forces for attracting urban and rural labor employment.The labor security issues related to the flexible employment in the new business forms have also been paid more and more attention by the government and the public.The policy documents concerning the employment and labor security of the new business forms have been issued one after another,which has played a guiding role in solving and perfecting the labor security problems of the flexible employment personnel of the new business forms.The labor security of the new flexible employment not only relates to the legitimate rights and interests of these workers,but also relates to the stability and expansion of employment and the promotion of social equity.This paper takes Shijiazhuang as an example of three new types of flexible employment groups,including delivery riders,couriers and ride-hailing drivers,and adopts the method of literature induction,questionnaire research and interview.This paper summarizes the present situation and existing problems of labor security of the new flexible employment,and analyzes the causes of the problems and the countermeasures.Through investigation and research,at present,flexible employment in new business forms are faced with the problems of imperfect labor compensation security system,imperfect rest and vacation security system,low social security payment level,lack of occupational injury security system,low labor contract signing rate.The above problems not only directly affect the workers’ personal interests and the protection of labor rights and interests,but also aggravate the contradiction between labor and capital,which is not conducive to social harmony and stability.Therefore,it is of great practical significance to explore and solve the problem of labor security for the new flexible employment.Starting with the labor security problems existing in the flexible employment of new business forms,combining with the theory of welfare pluralism,this paper analyzes the welfare supply responsibility subjects from three aspects: government welfare responsibility,market welfare responsibility and individual welfare responsibility.This paper explores the causes of the labor security problems of the flexible employment personnel in the new business forms from the perspective of multi-angle analysis.The main causes of the problem are: the social insurance policy support for the flexible employment of new business forms are not perfect enough,the government lacks supervision over the employment of enterprises,and the relevant laws and regulations on labor security still need to be improved.Enterprises are lack of labor responsibility,and individuals pay insufficient attention to their own labor security issues.It is suggested that the government should promote the improvement of the current labor security policies and laws,strengthen the supervision and management of the new business enterprises,standardize the employment of the enterprises,and enhance the social responsibility of the enterprises.The flexible employment personnel in the new business forms should enhance their own awareness of labor security,and only the main bodies of labor security should cooperate with each other and give play to the responsibility of welfare supply.Only in this way can the labor security problems of the new flexible employment forms be solved and perfected. |
