Research On The Problem Of Improving The Effectiveness Of Village Teams In The Context Of Rural Revitalization

At the 19th National Congress of the Communist Party of China(CPC),a report was presented for the first time,proposing the "Implementation of the Rural Revitalization Strategy".By 2020,our country will have completed the Xiaokang in an all-round way,and the first centenary goal has been achieved as scheduled.The General Secretary and Village Support Teams have made great progress in the fight against poverty,played an important role in promoting poverty reduction policies,organizing and implementing poverty reduction projects,promoting the internal development of poor villages and improving the governance of poor villages.In the 2021,the General Office of the Communist Party of China issued“Opinions on the continuous selection of village General Secretary and task forces to be stationed in key villages”,summarizing the typical experiences of General Secretary and task forces in poverty alleviation,we will further consolidate the achievements of the poverty alleviation war,establish a standardized operational mechanism,and comprehensively promote the revitalization of rural areas.In 2022,the report of the 20 th National Congress of the Communist Party of China put forward the idea of“Promoting the revitalization of rural areas in an all-round way and promoting the revitalization of rural industries,talents,culture,ecology and organizations.”.We will develop industries with distinctive rural features,broaden the channels through which farmers can increase their income and become rich,consolidate the achievements of the poverty alleviation sector,and strengthen the endogenous development drive of areas and people lifted out of poverty.We will develop a new type of rural collective economy.In the process of promoting rural revitalization,the village-based task force is facing new tasks and requirements,but also exposed the existing problems and shortcomings in the current support work.Therefore,how to further enhance the effectiveness of the work team stationed in the village,the overall promotion of rural revitalization is currently facing important issues.Based on the current environment of rural revitalization,we choose the village work team of W County in Hebei province as the Research Object Through questionnaire survey and in-depth interviews,and through exchanges with local government officials,village cadres and other relevant people,this paper sums up the achievements of the present village-based task force in strengthening the party organization at the village level,promoting the village development,improving the village management,raising the level of village management and providing high-quality services for the villagers.At the same time,we also found that there are some problems in w county,such as unreasonable personnel structure,unsatisfactory help effect,formalization of work,insufficient endogenous motivation of village development,etc..In order to consolidate the achievements of the poverty alleviation and the revitalization of the countryside,this paper applies the theories of collaborative governance,embeddedness and networked governance to analyze the issues,drawing on the typical experiences of places such as Guangdong Province,Jialing District Province in Sichuan Province and Zhongba County in Tibet,this paper puts forward some countermeasures and suggestions on how to improve the effectiveness of the village-based task force from four aspects: optimizing the selection method of the village-based task force,constructing the mechanism of coordination and linkage,strengthening the supervision and encouragement,and creating a good external environment.
