Research On The Optimization Of The Motivation Mechanism Of The Beilin District Government In Xi’an To Serve The Financing Of Small And Medium Sized Enterprises

Since the reform and opening-up,the small and medium-sized enterprises in our country have experienced the rapid development,and their position in the economic development has become more and more important,it accounts for 60%of GDP,70%of invention patents,80%of jobs and more than half of tax revenues.However,due to their own qualifications,financing is difficult and expensive,which has become an important bottleneck in their development.The state attaches great importance to corporate financing,and has introduced a series of policy measures from the top to solve corporate financing difficulties,with some success.However,in reality,financing difficulties caused by Information asymmetry still exist,a series of policy measures can not really be implemented.Local governments,especially at the grass-roots level,play a limited role in guiding the allocation of financial resources,but the survival and development of micro-,small and medium-sized enterprises are inseparable from the support of the local grass-roots governments.The grass-roots governments at the district and county levels tend to have more information about enterprises,more easily and effectively serve the financing of msmes,and have the ability to solve the financing difficulties of msmes.However,in reality,however,due to many reasons,such as motivation,assessment,effectiveness,cost and so on,the motivation of financing service for small and medium-sized enterprises is obviously insufficient,therefore,it is worth studying how the grass-roots government to participate in solving the financing problem of the small and medium-sized enterprises with more sufficient motivation.This article focuses on the government of Beilin District,Xian city,this paper sums up the factors of financing motivation of government service for small and medium-sized enterprises in Beilin district into four dimensions,namely,examination pressure,demand pulling force,behavioral motivation pulling force and internal motivation driving force,the paper constructs the analysis framework of the financing motive mechanism of government service for small and medium-sized enterprises in the forest of steles by means of questionnaire survey,literature analysis and on-the-spot interview,this paper describes the present situation of the financing power mechanism of government service for small and medium-sized enterprises in Beilin Distric from the four dimensions of traction,pressure,pulling power and internal motivation,based on the analysis of the causes of the problems in the process of its operation,such as the weak traction effect,the limited function of the pressure force,the insufficient demand pulling force and the insufficient internal excitation driving force,the paper puts forward some countermeasures and suggestions,such as perfecting the benefit guiding mechanism,perfecting the performance appraisal mechanism,establishing the feedback mechauism and perfecting the staff incentive mechanism,etc.,with a view to improving the Xi’an the Forest of Steles district government services for smes financing incentive mechanism,to enhance the grass-roots government services for smes financing incentive research support and reference.
