Research On The Financing Of Small And Medium-sized Enterprises Supported By Huaian Municipal Government

Small and medium-sized enterprises play a significant role in the national economic and social development,and play an irreplaceable role in maintaining employment,stabilizing growth,coping with covid-19,and promoting high-quality economic development.It is the important foundation of building modern economic system,the important support of promoting social harmony and stability,and it is of great strategic significance to social development and national economy.From the Law of the People’s Republic of China on the promotion of SME adopted at the ninth Standing Committee of the National People’s Congress Conference in 2002,to the 2021 Ministry of Industry and Information Technology,the Ministry of Finance,the Ministry of Science and Technology,the National Development and Reform Commission and other 19 institutions and departments to jointly release the 14 th five-year plan to promote the development of SME,at its ninth meeting in 2022,the leading group on promoting the development of small and medium-sized enterprises under the State Council deliberated and adopted a number of measures to strengthen assistance to small and medium-sized enterprises in their relief efforts,which fully demonstrates the importance that the state attaches to the development of small and medium-sized enterprises.At the same time,in the development process of our country’s SME,difficulties are inevitable,one of the outstanding problems hindering small and medium-sized enterprises to become bigger and stronger is that it is difficult to raise funds,and the problem of financing being difficult and expensive has not been really alleviated,further innovation and implementation of financing promotion measures are needed.At present,the external environment is becoming more complex and severe,the global epidemic is continuing,and risks and challenges are increasing.In accordance with the requirements of the central economic work conference,local governments should adhere to the principle of ensuring stability while seeking progress,take multiple measures and adapt measures to local conditions,and coordinate epidemic prevention and control as well as economic and social development,to take solid measures to solve the financing problems of SME,help enterprises benefit the people,improve the financial environment,and promote economic and social development in an all-round way.This thesis elaborates on the theoretical basis of government support for SME financing,analyses the need for the Huai’an government to support local SME financing,and,in the light of research on current initiatives of Huai’an to support SME financing,in-depth analysis of the shortcomings,drawing on the experience of neighbouring regions within and outside the province,and from the actual situation in Huai’an,based on the five aspects of the financing process for SME,to put forward practical suggestions for the Huai’an government to support the financing of SME in Huai’an,and to adopt precise and coordinated measures to effectively alleviate the problem of financing difficulties of SME in Huai’an,the prosperity of Small and Medium-sized Enterprises contributes to the prosperity of Huai’an.
