Study On Optimization Of Online Car-hailing Policy In Lanzhou From The Perspective Of "Deregulation, Regulation And Service" Reform

In order to transform government functions and better play its role,the state has carried out the reform of "delegating power,regulating and serving".We will stimulate market vitality and modernize China’s governance system and capacity by streamlining administration,delegating power,innovating oversight methods,and improving services.At the same time,as a new thing,"online car booking" is rising quietly.The convenience of online booking has effectively alleviated the difficult and expensive problem of taking a taxi in Lanzhou.However,with the development of the ride-hailing industry,the current ride-hailing policies have been unable to fully adapt to the development needs.This paper takes the reform of "regulation and service" as the research perspective,sorts out the development of online car-hailing policy in Lanzhou,starts with the contents of "release"--"access conditions","management"-"daily supervision","service"--"operation assessment" of online car-hailing policy,analyzes the problems existing in the current online car-hailing policy and the causes of the problems with relevant theories,and puts forward suggestions for policy optimization.Through literature review,interviews and questionnaires of government department personnel,ride-hailing enterprise personnel,ride-hailing drivers and passengers,as well as analysis of ride-hailing policy decision-making network,implementation network and supervision network,it is found that ride-hailing policy has problems such as high entry threshold,many management departments and insufficient daily supervision.On this basis,using stakeholder theory and policy network theory,it is concluded that the reasons for the problems are the difference of interests of various subjects and the imperfection of decision-making network,implementation network and supervision network in policy network.Finally,drawing on the experience of foreign ride-hailing development models and other domestic cities,aiming at streamlining administration,delegating power,combining regulation and optimizing services,this paper puts forward suggestions for the optimization of ride-hailing policies in Lanzhou.First,set the entry threshold and approval process reasonably at the level of "release";Second,the level of"management" to improve the way of supervision to achieve the combination of regulation;Third,improve the service level of government departments at the "service" level.
