Performance Evaluation Of The "Community Science Popularization For The Benefit Of The People" Project Of Xining In Qinghai

In order to further improve the public’s scientific literacy and give full play to the role of science popularization projects,the China Association for Science and Technology and the Ministry of Finance jointly organized and implemented the Grassroots Science Popularization Action Plan Project nationwide in 2012.The Community Science for the People Project(CSPP)is one of the subprojects of the Grassroots Science Popularization Action Plan Project.The project is organized and implemented from the top to the bottom at the national level-by relying on the existing basic science popularization facilities in the community,is aiming to encourages the community to carry out science popularization activities extensively and to improves the ability of community science popularization work in order to guides the majority of residents to establish a scientific,civilized,healthy and upward working,learning and living style.The project has been implemented in Qinghai for ten years,it is necessary to conduct in-depth analysis and comprehensive evaluation of the project performance.Based on the performance management theory,combined with the core concepts such as performance evaluation and citizens’ scientific quality,by using the balanced scorecard method and through the corresponding transformation of its four dimensions,the performance evaluation system Investigated by questionnaire for the managers and staff of the functional departments of the project and some community residents,the impact of Xining City’s CSPP on improving community science popularization service ability and public scientific literacy is analyzed,and the project performance was comprehensively evaluated according to the survey data.According to the results,the overall performance of the project is "relatively good",but there are still practical problems such as inadequate project supervision and low recognition of the content and effectiveness of science popularization services by community residents.This paper also puts forward the basic path to solve these problems.
