Study On Better Play The Role Of Special Consultative Body Of Gansu Provincial CPPCC

Since its establishment,the CPPCC has gradually formed three functions:political consultation,democratic supervision and participation in the deliberation and administration of state affairs.Since the 18 th CPC National Congress,socialist consultative democracy has been developing continuously,the nature and position of the CPPCC as a specialized consultative body are increasingly prominent.In 2014,the CPC Central Committee explicitly proposed for the first time that the CPPCC should play a role as a specialized consultative body,and its role in the national governance system has been deepening.As a specialized consultative body,the CPPCC has a complete level,intensive intelligence,detached status and extensive contacts.How to better play its role as a specialized consultative body is a major topic for the modernization of the national governance system and the development of the CPPCC in the new era.In recent years,Gansu Provincial CPPCC has made a series of explorations in the role of special consultative bodies.Through the practice of Gansu Provincial CPPCC,it is helpful to better grasp the connotation,extension,form and content of the special consultative bodies of the CPPCC,better find out the shortcomings and deficiencies of the CPPCC in playing the role of special consultative bodies,and better improve the performance of the special consultative bodies.This thesis,through interviews,interviewed some CPPCC workers and CPPCC members in Gansu Province,to understand the status quo of Gansu Provincial CPPCC playing the role of special consultative bodies,analyzed the problems in Gansu Provincial CPPCC playing the role of special consultative bodies,analyzed the causes,and put forward countermeasures and suggestions on this basis.This thesis argues that in order to promote Gansu Provincial CPPCC and even the CPPCC system to play a better role as a special consultative body,it is necessary to establish and perfect various mechanisms to ensure that the cause of the CPPCC is valued and guaranteed.We must strengthen the management of members’ performance of their duties.On the basis of improving their ability to perform their duties,we must increase the authority of the CPPCC over the selection,assessment,and management of its members.We must strengthen the ties between the CPPCC and the main bodies of state governance.We must strengthen the work of the CPPCC,especially the special committees,to provide strong support for the CPPCC to better play its role as a specialized consultative body.
