A Research On The Work That The Discipline Inspection And Supervision Organs In X County Do To Boost The Business Environment Optimization

In recent years,the international economic situation has become increasingly bad affected by the epidemic,,and China has been seriously affected.Many small and medium-sized enterprises forced to go bankrupt.Therefore,the country attaches more and more importance to optimizing the business environment and has formulated a series of policies for this purpose,but the behavior of damaging the business environment often occurs.It was found from the research on domestic and foreign supervision and optimization of business environment that undertaking due responsibilities by the administrative staff could be sustained by external and internal control.In China,the discipline inspection and supervision authority is a form of external control.To eliminate behaviors of avoiding due responsibilities of administrative staff,it is thus necessary for discipline inspection and supervision authority to play its part in supervision and safeguarding responsibility fulfillment and in expediting improvement and development.Though China’s discipline inspection and supervision authorities have made a series of supervision policies for optimizing business environment,there are still some problems in reality,which shall be resolved by finding out the sources.In the paper,the discipline inspection and supervision authority which boosted and optimized business environment in County X was selected as the object.The problems were found through daily work and questionnaire,corresponding reasons were analyzed with the Smith model,and countermeasures were proposed in accordance with achievements about public policy implementation theory at home and abroad.The existing problems of the discipline inspection and supervision authority in County X in boosting and optimizing business environment were as follows:(1)the supervision system for optimizing business environment was not running steadily;(2)single supervision means of the authority led to low work efficiency;(3)the masses did not participate in supervision proactively;(4)the work was not oriented and positioned,leading to deviation.The possible reasons were as follows:(1)the supervision policy for optimizing business environment was not formulated rationally and not implemented with available supporting system;(2)the sufficiency of personnel allocation,inappropriate training and different quality lead to a large gap in building the discipline inspection and supervision team;(3)the supervision was not propagandized in place by the authority;(4)the supervision objects for optimizing business environment were diversified.Thus the following proposals were made for the discipline inspection and supervision authority in County X to promote the work of optimizing business environment:(1)the authority shall improve supervision policies to enhance the rationality and issue related supporting policies completely;(2)the authority shall lift the implementation level,expand supervision channels,strengthen the team building and improve work efficiency;(3)the authority shall create good supervision atmosphere,lift the political position of each offices,strengthen propaganda of discipline inspection and supervision;(4)the authority shall guide and normalize behaviors of supervised objects,focus on some crucial objects,and improve cognition and recognition of administrative offices for the supervision policies.
