Since the Economic Reform and Opening-Up,Chain has developed a great amount of innovation and achieved substantial results.However,township institutions has been facing challenges during the reform process for many reasons.As one of the most fundamental proportion of the Chinese administrative levels,the administrative efficiency and the service level of township institutions are closely associated with the smooth implementation of the national policies.It is currently a pressing issue to effectively implement the reform of township institutions in the background of the overall system reform,thus leading to more administrative efficiency and reduced administrative costs.In this article,G town of Hebei Province,where I have been working for years,is taken as an example to analyze the challenges and their causes of the township institutions reformation,and explore the ways to overcome the reforming challenges.In the background of the overall system reformation,this article combines the analysis of the current reforming challenges in G town with the deep analysis of the causes of the challenges,and attempts to explore the optimization paths to break through the challenges of the township institutions’ reformation.The article constitutes five parts: The first part focus on the research background and significance,domestic and foreign research status,research content and methods,innovative points and weakness of the article.The second part outlines the core concepts,theoretical basis and development history of the township institutions’ reformation.The third part analyses the status of the pre-reform organizational structure and functional divisions of G town,as well as the reforming measures and their effects.The fourth part analyses the challenges faced by G town during the reforming,including bloated organizational structures,unable to distinguish service functions,difficult to sort out the relationship among departments,serious mixing of positions and functions,and insufficient supply of public goods.The causes of these difficulties are also explored in this article,including insufficient reforming motivation,unsound mechanism and system,lacking emphasis on functions of the service positions and their unequal power and responsibilities,lack of matching policies and measures,and inadequate leadership and competences.Last but not the least,how overcome challenges of G town’s institutional reformation is proposed,including stimulating both internal and external reforming motivation,strengthening relevant institutional innovation,accurately highlighting functions of serving positions and delegating powers,clarifying matching policies and measures,and enhancing building competences of cadres themselves.Hope this research can provide reference for the reformation of township institutions in China. |
