From point of view of"difference"and"identity"between the previous government reforms and today's large ministry reform, this paper studies and analyzes theoretical and practical significance of Government incentives in the government's administrative reforms. Throughout the past simple institutional reform to the current comprehensive matching reform, all aimed at enhancing the Government's administrative efficiency and promoting administrative staff's enthusiasm.Therefore, to improve and enhance the Government incentives are the most important aspect of the current key administrative reform. However, there still exist some problems in the incentive mechanism itself and its implementation process, which face a series of difficulties and need to make use of advanced theory and practical experience of other countries in the world, and at the same time need to learn "the concept of human capital", "agent - commissioned theory" and other related concepts from enterprises, to carry out positioning and research of quality models, such as those between every two government departments, policy makers and implementers, the Government and people.In the past study, more attention has been put on ways and measures etc. of the Government administrative reform, but less on the deep-level purpose of the administrative reform aiming at improving the incentive effects, and promoting reform efficiency. Therefore, this paper focus on application of the concluded experience of incentive mechanisms in the past five administrative reforms to the large ministry reform and proposes that the overall objectives of the Government reforms should combine personal goals of administrative staff; the Government should improve promotion and selection mechanisms of civil servants, put into effect energy management and diversified training of the quality of core competencies of administrative staff; the Government should intensify the enforcement of policy adjustment and improve the evaluation assessment system; the Government should strengthen the ethical and moral construction as well as the supervision of the entire administrative reform. This paper seeks to make some exploration and reflection of establishment of incentive mechanisms in the large ministry reform.
