Abstract/Summary:
The widespread application of information technology has had a wide and profound impact on higher education.Informatization and digitalization have become important driving forces for the development of higher education in China.In order to promote the development of informatization in higher education in China,the Party and the government have issued a series of relevant policy documents.These policies echo the major strategies and tasks in the process of informatization in higher education in China from a practical perspective,and also reflect theoretical thinking on informatization in higher education.This study analyzes the policies related to informatization in higher education in China over the past decade,explores the evolution laws of policies,and focuses on answering the following questions: How to define higher education informatization? What are the characteristics of the evolution of higher education informatization policy? Why does the policy of higher education informatization evolve so? What is its dynamic mechanism?This study is mainly based on historical institutionalism.The analytical framework of "macro system-medium variable-micro action" of this theory has been applied by different researchers to institutional or policy evilution in various fields.It not only explains the process of institutional and policy evolution,but also explains the reasons for changes,and better reveals the internal mechanism of policy evilution.This study applies this analytical framework and uses the LDA model based on the probability theme to mine and analyze the policy texts,aiming to identify the evolution characteristics of the higher education informatization policies from 2010 to 2022: according to the "key nodes" of historical institutionalism and the evolution trend of the strength of the policy theme,it divides the stages of China’s higher education informatization policy from 2010 to 2022;This paper expounds the dynamic mechanism of policy evolution from three levels of macro system,medium variable and micro action,and explains the reasons for policy evolution;And put forward optimization suggestions for the future higher education informatization policy.The research shows that from 2010 to 2022,China’s higher education informatization policy at the national level experienced four stages: "construction start","vigorous development of application","integration and innovation of information technology and higher education" and "leap and reflection under the epidemic situation";Policy evolution is affected by macro systems,meso variables and micro actions.Among them,the evolution of economic development stage and macro systems such as national policies determine the policy orientation of higher education informatization,while interest orientation,concept innovation and technological development affect the policy design of higher education informatization,which is then driven by micro entities such as government,universities,markets,and various educational think tanks.Finally,this paper puts forward policy recommendations to promote the development of higher education informatization in the future.This study enriches the relevant empirical research of historical institutionalism and has important theoretical significance for the deepening of policy research.At the same time,this study focuses on higher education informatization policy,which has important practical significance for promoting the development of higher education informatization.
