| Elderly care problem affects the well-being of people’s livelihood and affects people’s sense of happiness directly.After the reform and opening up,China has formulated a lot of policies in order to develop the aging cause and construct the pension system.But the systematicness,coordination and operability of policies on the elderly people is insufficient,which is the deeper reason of the unsatisfactory development of the aging cause.Therefore,exploring the reason of problems from the pension strategic and policy texts is important to optimize the pension policy system.This article uses methods of literature research,policy text analysis,and comparative research.Firstly,based on the theory of policy change and strategic planning,a framework for matching relationship analysis between strategic objective and policy theme is proposed from the perspective of the policy environment,characteristics and influencing factors.Secondly,after constructing a pension policy database,according to policy issuing time and high frequency words,China’s pension policy changes is divided into four stages: the initial formulation period,the social reform period,the adjustment period and the development period.By extracting the policy theme in each planning period,it can be seen that the number of policy theme is increasing.The pension policy theme extended from aging social security to old-age care services,health support,and livable environments.Thirdly,the idea of content extraction-induction-conceptualization was used to refine the strategic objective of China’s Pension Planning,after which the changes of eight planning periods were sorted out.By comparing the strategic objective with policy theme,it is found that the systematization of Pension Policy system is increasing by degrees with the strategic objective gradually clear.However,there are still some problems during the development process of the Pension Policy,including insufficiency systematism of Pension Planning,insufficient matching of strategic objective and policy themes,and insufficient policy themes.Finally,according to the text analysis results,it is proposed to optimize the top-level design of the Pension Policy from three aspects: enhancing systematism of strategic objectives,strengthening the matching relationship of the Pension Policy to the strategic objectives,improving the completeness of Pension Policy theme in formulation process.Above all,through analyzing the change of China ’s pension policy theme and strategic objective from the perspective of policy changes,this article summarizes characteristics of the matching relationship between the strategic objectives and policy themes in the four stages.And then we can discover the policy theme deficiency in the evolution of the pension policy system,find the obstacles of policy coordination and analyze the problem of deviations in pension policies.Then we can put forward suggestions in order to optimize the establishment of strategic objective and improve the systematicness of the pension policy system in China during the 14 th Five-Year Plan Period(2021-2025). |
