| Along with the normalization of international immigration,international communities have emerged in large numbers in China.International community is faced issues in governance with more subjects,more contradictions,and more difficulties.The20th report of CPC points out that we should improve the social governance system within framework of collaboration,participation,and common interests to enhance the effectiveness of social governance and build a community of shared benefits and accountable social governance.As an important subject in the international community,foreign residents are particularly indispensable for building an international community with collaboration,participation,and common interests.However,at present,there exists some problems in foreign resident participation,such as low initiative and with more interest only on cultural and leisure activities.What’s more,the research on the participation of foreign residents in international community governance remains not much attended.Therefore,it is of some theoretical and practical significance to study the participation intention and participation behavior of foreign residents for international community governance.Firstly,a theoretical analysis framework was constructed based on the planned behavior theory,the civic participation theory and the social capital theory.Participation Cognition,Participation Attitude,Subjective Norm,Perceived Behavioral Control,Community Social Capital and Community Identity were selected to construct a theoretical research model and eight hypotheses were proposed to the relationship between variables.Secondly,questionnaire was designed based on the existing index system and research questions,and questionnaires were distributed in four exemplary international communities in Chengdu to obtain sampling data.Finally,we conducted descriptive statistical analysis and structural equation model analysis based on 353 valid questionnaires by using SPSS and AMOS.The empirical results show that,the effects of foreign residents’subjective norms and perceived behavioral control on their participate intention haven’t been tested,while participation cognition,participation attitude,community social capital and community identity all have positive impact on foreign resident’s participate intention in community governance,and participate intention and perceived behavioral control both have a directly positive impact on participation behavior.Based on our findings and by sorting out the enlightenments of international community construction and governance in Beijing,Hangzhou and other cities,the following countermeasures and suggestions are put forward to enhance the intention of foreign residents to participate in community governance,improve the level of community governance,and provide possible reference for other cities to attract foreign residents participating in community governance.The specific countermeasures and suggestions are as follows,a)pay attention to the master status of the foreign residents,increase the publicity and guidance through multiple channels,and encourage foreign residents to be volunteers.b)increase the cultivation of social capital in the community of foreign residents,cultivate community trust and norms,and encourage the development of community social organizations.c)provide refined services to enhance the community identity of foreign residents.d)establish and improve relevant mechanisms to enhance the participation intention of foreign residents. |
