With the development and progress of the times,the country's requirements for social governance are gradually increasing,and an important link in advancing the national governance system is community governance.With the increase of residents' willingness to participate in community governance,effective residents' participation can guarantee residents Benefit,deal with and solve the problems existing in urban development,and help update and improve the government's management methods.In addition,supporting residents to participate in community governance can also strengthen residents' sense of responsibility and enhance their sense of ownership,thereby promoting the construction of spiritual civilization and promoting the better development of democratic politics.Lhasa is the political,economic,and cultural center of Tibet.As a member of the urban community,residents of all ethnic groups must participate in the governance of urban communities under the general background of national policies.From the perspective of the participation of urban residents in Lhasa in community governance,Participation willingness and ability are generally not too high,which affects the effect of community autonomy to a certain extent,also affects the expression of residents' interests,and is not conducive to the long-term development of the community.Based on this,how to improve residents' willingness to participate in community governance has become a topic that needs to be discussed and studied urgently.This article adopts a combination of theoretical research and field investigation to study the factors affecting the willingness of urban residents to participate in community governance in Lhasa.First,it outlines the research background,significance,research content,and methods,and defines related concepts such as urban community,community governance,and residents' participation.It reviews domestic and foreign research on residents' participation in community governance,combs related theories,and provides theories for this research.frame.Secondly,using the data obtained from the investigation in the community of Zhaxi New Village in Lhasa City,the factors affecting the willingness of urban residents to participate in community governance in Lhasa are analyzed,mainly for reference to governance theory,planning behavior theory,environmental behavior theory,social capital theory,and related literature.To sort out the influencing factors and put forward research hypotheses.Then,through descriptive statistical analysis,correlation analysis and linear regression analysis,the research hypothesis is tested and conclusions are drawn.Finally,combined with the research conclusions,countermeasures and suggestions are put forward for residents' insufficient participation in community governance.From the survey results,the overall willingness of community residents to participate is still relatively high;there are differences in the willingness of community residents to participate in different types of activities.The preference for participation willingness is in order of community volunteer service activities,community economic activities,community public political affairs,and various types of activities.Leisure and entertainment activities,community public affairs;in terms of the distribution of reasons why residents are willing to participate in community governance,“helping to build a more comfortable and livable community environment” has become the first choice of 40% of residents,and “no extra time and energy” has become 40% The above reasons why residents are unwilling to participate in community governance.The empirical results show that the proposed research hypotheses are all established.The eight variables of participation attitude,participation cognition,perceived behavior control,community identification,community organization mobilization ability,community participation system,infrastructure environmental factors,and community humanistic environment will all affect the residents.The willingness to participate in community governance has a significant positive relationship,and the specific impacts are different.Among them,the community identity has the strongest explanatory power,followed by participation cognition,and then the community humanistic environment,followed by perceived behavior control,followed by participation attitude.Then there are the mobilization capacity of community organizations,the community infrastructure environment,and finally the community participation system.Combining existing research theories and empirical analysis results,this paper proposes targeted policy recommendations to stimulate residents' willingness to participate in community governance,including increasing residents' awareness of participation and perception of participation,enhancing residents' sense of identity with the community,and strengthening community organization's Mobilization ability,perfect community participation system and system,perfect community infrastructure supporting facilities,create a harmonious and healthy community humanistic environment,etc.The development of urban residents' participation in community governance in Lhasa and even across the country is at an early stage.I hope to take the Zhaxi New Village community as an example to discover the factors that affect the willingness of urban residents to participate in community governance in Lhasa,and improve residents' willingness and ability to participate,Timely put forward some suggestions for reference,which can provide useful help for urban residents in Lhasa to participate in community governance,and promote the development of the modernization of urban community governance in Lhasa.
