Improving the efficiency of social governance,building a community of social governance,and improving the social governance system of social coordination and public participation are the inevitable requirements for realizing the modernization of the governance system and governance capabilities.At present,more than one billion users in China have access to the Internet.The huge and vibrant digital society provides a good material foundation for Chinese citizens to participate on the Internet.During the COVID-19 epidemic,citizens’ participation in cyberspace provides a valuable tool for the government to communicate the development of the epidemic and understand citizens’ concerns.However,there have also been many irrational participation behaviors such as venting emotions,creating rumors,and cyber violence.In this context,this paper focuses on citizen network participation in public health emergencies and explores the influencing factors and optimization strategies of citizens’ irrational network participation behaviors,to promote public collaborative governance in the context of public health emergencies,with a view to providing Citizens’ rational and orderly online participation in public health emergencies provides theoretical support and methodological suggestions.This thesis expands and supplements the citizen voluntarism model,selects six independent variables of time,media information processing ability,interest,political effectiveness,political cognition,and mobilization network,and combines risk perception theory to construct the structural equation model of this paper,explore the influencing factors of citizens’ online participation behavior,and explore the influence of risk perception as a moderating variable on citizens’ online participation behavior.This paper puts forward research hypotheses combined with theoretical research models,adopts questionnaire survey method to carry out empirical research for data collection,uses SPSS26.0 and Amos26.0 software to process data of 415 valid questionnaires recovered,completes path analysis and adjustment analysis,and validates the research assumption.The empirical results show that: time,media information processing ability,interest,political efficacy,and mobilization network will have a significant impact on citizen network participation in public health emergencies;risk perception mediates media information processing ability,interest,political efficacy,and mobilization network There is a significant weakening effect on the relationship between network participation.The research results provide the following enlightenment for promoting citizens’ rational and orderly participation in public health emergencies through the Internet: it is necessary to improve citizens’ ability to process media information,improve citizens’ ability to obtain and identify information needed for public health emergencies,and comprehensively improve Citizens’ network participation literacy;it is necessary to improve the government’s response mechanism to promote the improvement of citizens’ political efficacy;make full use of informal relationships,cultivate network opinion leaders,and play a positive guiding role in mobilizing the network;attach importance to the importance of risk perception,and pay attention to the degree of citizens’ risk perception.Promote citizens to participate in the network in a reasonable and orderly manner.
