Research On The Cooperative Guarantee For The Elderly To Integrate Into Digital Life

With the advent of the digital age,digital technology has been widely used,profoundly changing the production and lifestyle of society,and promoting the improvement of social governance and service efficiency.At the same time,our country is also entering an aging society.Many elderly people do not know how to use smartphones and cannot enjoy the convenience of travel,medical treatment,consumption,etc.in the digital society.The elderly are facing the problem of “digital integration”.How to solve this problem and allow the elderly to equally enjoy the dividends of social development in the digital age is not only an important academic topic,but also a farreaching social governance issue.Thesis uses the collaborative governance theory and the new public service theory as the analytical framework to explore the status quo of the digital life integration of the elderly and the problems,reasons and optimization paths of multiple subjects participating in the guarantee.The integration of digital life is divided into two aspects:physical access and the use of smart devices.Questionnaire surveys and field interviews are used to explore the status quo of the integration of digital life among the elderly in my country.The research found that:(1)Overall,the physical access of the elderly in my country is better than the use of smart devices;(2)In terms of physical access for the elderly,the indicators of “digital training and social assistance” scored the lowest and were lower than the average,“smartphone aging transformation”,“application software aging design”,and “high-quality and cheap service communication” the difference between the three indicators is small and higher than the average;(3)In terms of the use of smart devices,the “online entertainment” index scores the highest and is higher than the average score,and the four indicators of “online taxi service”,“online medical treatment”,“online consumption”;and “online business service” have a small difference and are lower than the average score average value;(4)In terms of individual differences,the age,educational background,health status and urban-rural differences of the elderly will affect the digital life security level of the elderly.Based on the analysis of the above status quo and sorting out the status quo of multiple subjects to ensure the integration of the elderly into digital life,the author found that there are some problems in the support of multiple subjects to ensure the integration of the elderly into digital life: insufficient supply of basic information equipment;internet applications that are suitable for aging are superficial;lack of digital skills training for the elderly;the joint force of subject governance has not yet been formed.Based on the research perspective of the new public service and collaborative governance theory,thesis tries to analyze the causes of the predicament from five perspectives: the government,the market,social organizations,and the security mechanism.Specifically,in terms of government responsibilities,the toplevel design is not perfect and the response to support policies is lagging;in terms of the market,enterprises are not motivated enough to design for the elderly;in terms of social organizations,digital training capabilities are not strong;in terms of guarantee mechanism,the interest coordination mechanism,information sharing mechanism and legal guarantee system are not perfect.Through the analysis of the above reasons,and drawing on the relevant security experience at home and abroad,thesis proposes countermeasures to optimize the integration of the elderly into digital life from the perspective of collaboration: fully guarantee the right of choice of the elderly;give play to the leading role of the government;stimulate the dynamic mechanism of enterprises to adapt to the aging transformation;promote the development and improvement of social organizations;improve the collaborative guarantee between relevant subjects mechanism.
