An Empirical Study On The Improvement Of Data-Enabled Government Governance Performance

Under the background of government digital transformation,data-enabled government governance innovation is the main line of digital government construction all over the world.Existing studies have paid full attention to the impact of big data technology development,government digital transformation and digital government construction on government governance performance,and believe that the key to whether digital government can improve government governance performance lies in the interaction between digital technology and government structure and institutional environment.With the help of digital technology,digital government obtains and transmits more data resources,enhances information capability and knowledge application through data flow inside and outside the government,improves government governance structure,and serves government governance objectives.Digital government is built on the level of data resources,promotes data sharing and openness from the organizational and environmental levels,optimizes governance processes and reduces costs internally,and encourages citizens to participate in governance and innovate public service models externally.However,as an important path to promote the digital transformation of government and the establishment of digital government,data empowerment still needs to be enriched to study the path of improving the governance performance of data empowered government.How to effectively adjust data empowerment to government governance structure and external administrative environment is still a key issue to be discussed.Data sharing promotes the flow of data within the government,optimizes the governance process,and improves the level of business collaboration.Restricted by the government’s fragmented governance structure,data is difficult to flow across levels and departments,and data monopoly and fragmentation are common.Data sharing is difficult to effectively embed in the government’s internal governance structure.Data opening promotes the flow of data from the government to the outside,provides resource channels for social diverse subjects to participate in political governance,and innovates the public service mode.Due to the differences in motivations and abilities of social diverse subjects to participate in government governance,the phenomenon of "building but not using" data opening platform and low quality of data opening emerge constantly,and there are social risks and pressures.If we push open data sharing without combining the advantages of our own administrative environment,the construction cost will be wasted.Only when open data sharing can effectively adapt to the administrative environment of each place can we create public value to the greatest extent.Based on the theory of resource base,public value and administrative ecology,panel data of 286 Chinese cities from 2012 to 2018 were used to analyze regression,mechanism and heterogeneity.The findings are as follows:(1)Data resources and organizational resources significantly improve government governance performance,and organizational resources strengthen the role of data resources in improving government governance performance.(2)Data opening and innovation ability significantly improved government governance performance,and innovation ability strengthened the role of data opening in improving government governance performance.(3)In the regions with administrative ecological advantages,data resources,organizational resources,data opening and innovation capabilities significantly improve the governance performance,and organizational resources and innovation capabilities have a significant moderating effect.(4)In the regions without administrative ecological advantages,data opening and innovation ability significantly improve government governance performance.Organizational resources have a significant moderating effect,but the moderating effect of innovation ability is not significant.When the government promotes the improvement of the governance performance of data empowerment,internally it should grasp the unified relationship between data resources and organizational resources,and externally it should actively improve the level of government data opening and the ability of multi-subject innovation.We should also pay special attention to our own administrative ecology and choose the right path to achieve accurate data empowerment.
