With the development of the country’s social economy and the continuous optimization and improvement of the socialist market economic system,market supervision is promoting the deep transformation from prior supervision to in-process and post-event supervision.As a national governance strategy,the modernization of grass-roots governance has drawn a clear road map,and the realization of "one team in charge of law enforcement" has been transformed into the central will in the strong reflection of the grass-roots level,Among them,as a member of the comprehensive law enforcement team and the most basic level of the market supervision and law enforcement system,the market supervision institute is a very important force for market supervision and law enforcement.How to find a breakthrough in the flood of comprehensive administrative law enforcement reform at the grass-roots level,which focuses on the sinking of law enforcement forces into towns(streets),accurately and scientifically positioned,and better play its role,has increasingly been highly valued by the central and local governments at all levels.In recent years,all parts of the country have been vigorously promoting the reform of comprehensive administrative law enforcement at the grass-roots level,taking the market supervision office as the main object to actively promote the sinking of law enforcement force.In 2015,Wuhou District of Chengdu took the lead in exploring the sinking of law enforcement force at the grass-roots level,implementing the "dual" management leadership of the localization of market supervision office,accumulating some experience in the innovation work and achieving some results,However,with the development and changes of the situation and tasks and the deepening of reform,many contradictions have also been exposed.This paper studies the dilemma of the current dual leadership of the market supervision office in Wuhou District,analyzes the causes of the dilemma,and attempts to explore the operating mechanism of the market supervision institute’s "integration of rules and regulations",find solutions,and provide some reference and reference for the regions that are currently exploring to promote the sinking reform of the market supervision institute or optimize the leadership management mode of the market supervision institute.Through extensive literature reading,this article has basically grasped the cutting-edge research trends at home and abroad regarding the institutional reform of grassroots market supervision office supervision institutions and comprehensive law enforcement reform at the grassroots level.Using the holistic governance theory and incomplete contract theory,and using case analysis,survey interviews,and other methods to conduct empirical research,it is concluded that the current model of "district owned streets governing streets,combining sections and blocks,and focusing on blocks" in Wuhou District has unclear responsibilities There are six dilemmas: poor performance of functions,poor team structure,mismatched power and responsibility relationships,weak intelligence and ability,and insufficient basic support.The root causes of these dilemmas are found to be endogenous defects in the same structure of responsibilities,inadequate top-level design,unreasonable allocation of control rights,and blocked team optimization channels.Based on the advanced experience of relevant regions in China,this article believes that the breakthrough of the dual leadership and management dilemma of the Wuhou District Market Supervision Office should take a new era background,pay attention to the overall design at the macro level,and pay more attention to the practical operation at the micro level.By adhering to the overall governance,strengthening top-level design,scientifically allocating control rights,and highlighting the "four in one" optimization path of enhancing the capabilities provided,build a new dual leadership and management model for market supervision institutions that is "jointly built by district governments,jointly managed and shared by districts,supplemented by main units,and limited integration",to achieve the concept reshaping,institutional restructuring,power reset,and team reconstruction of grassroots market supervision,effectively improving the efficiency of grassroots market supervision,and draw a clear picture of the new era of market supervision office "Tiao Blend in Kuai".
