Research On The Existing Problems And Countermeasures Of Government Responsibility Performance In Policy-based Agricultural Insurance In Leshan City

As the pillar of the national economy,the development of agriculture directly affects the development of the overall national economy.From 2004 to 2022,the central government issued Document No.1 focusing on the"three rural areas"for 20 consecutive years,highlighting the top priority of the"three rural areas"work.As an effective way to protect agricultural production and operation,agricultural insurance has unique significance in comprehensively promoting rural revitalization and accelerating the process of agricultural and rural modernization,and can play an important role in supporting and guaranteeing it.Leshan has been implementing policy-based agricultural insurance since 2007,and in 2022,the city achieved agricultural insurance premium income of 120 million yuan,the depth of agricultural insurance is 0.43%,and the density of agricultural insurance is 158 yuan per person,which is far lower than the relevant requirements of the Guiding Opinions on Accelerating the High-quality Development of Agricultural Insurance^[46]on the depth and density of agricultural insurance.This indicates that there is still great room for development of Leshan agricultural insurance.As a quasi-public product led by the government,the role of the government in policy agricultural insurance is indispensable.In the past 16 years since the promotion of policy-based agricultural insurance in Leshan,it has achieved certain results,such as the coverage has been gradually expanded,insurance types have become increasingly abundant,the level of protection has been continuously improved,the selection mechanism has been unified,and the business has been continuously standardized.In this study,the authors used questionnaire surveys and unstructured interviews to survey farmers,insurance companies,and relevant government departments,and found that in the process of promoting the development of agricultural insurance,there are also some problems in the fulfillment of responsibilities of Leshan municipal government:First,the organization and management guidance is insufficient,and the Leshan agricultural insurance market is too concentrated;Second,the financial support and guarantee are insufficient,the financial subsidy is insufficient,the personal burden of farmers is still heavy,the promotion of local characteristic agricultural insurance is slow,and the development between counties is uneven;Third,the supervision and management is not strong,the competition of insurance institutions is disorderly to a certain extent,and the compliance management of insurance institutions themselves is weak;Fourth,the promotion of service coordination is insufficient,the level of agricultural insurance basic insurance service system is low,and the policy publicity and guidance are weak.Based on the experience and practices of Zhenjiang City,Fuyang City,Guilin City and other regions in the performance of government responsibilities in agricultural insurance,this study puts forward the following suggestions and countermeasures:It is necessary to further build an organizational management system by optimizing the policy-oriented agricultural insurance selection mechanism and giving full play to the effectiveness of the Leshan Agricultural Insurance Working Group;And optimize the financial support policies of agricultural insurance by innovating insurance varieties,broadening the scope of subsidies,and enriching the financial support means of agricultural insurance;We can strengthen the government supervision level of agricultural insurance by improving the supervision system and collaborative supervision mechanism,strengthening the supervision force of Leshan agricultural insurance business,and improving the self-discipline ability of Leshan agricultural insurance industry;And improve the agricultural insurance service coordination system from the aspects of enriching the forms of publicity and education and improving the grassroots cooperation mechanism.
