Study On Government Responsibility Fulfillment In Agricultural Insurance In Liaoning Province

In 2008,as the second batch of state-level pilot agricultural insurance provinces,Liaoning province adhered to the model of agricultural insurance supported and guided by the government,the market operation of agricultural insurance institutions,and farmers' voluntary participation in agricultural insurance,and formulated and introduced a series of administrative regulations and relevant systems.However,with the rapid development of agricultural insurance in Liaoning province and the continuous accumulation of the "three risks" in agriculture,some problems in the fulfillment of government responsibilities have gradually emerged.This study tries to find the problem solution through the study of the analysis of the concrete conditions of Liaoning province,teasing out the problems existing in the agricultural insurance in Liaoning province government duty,trace the root causes of problems,and combined with the advanced experience of other countries and regions,finally put forward to the agricultural insurance in Liaoning province government responsibility to perform the improvement Suggestions.Through investigation and analysis,the Liaoning province government insisted on"government guidance,policy support,market operation,voluntarism,and will" work under the guidance of the principle,work in various ways to promote the agricultural insurance,made phased achievements:first is expanding coverage,second is the further expansion of the insurance liability,third is growing,fourth is the catastrophe risk guarantee level to further improve,fifth is the policy support is continuously strengthen,sixth supervision and further improve the level.But in the process of the actual development of agricultural insurance,there are some problems on the Liaoning provincial government duty,specific displays in:first is the premiums for objects of a single narrow coverage,second is agricultural insurance regulatory issues are still outstanding,third is basic government services are not available,fourth is catastrophe risk disperse mechanism and reinsurance mechanism has not yet been established.Through detailed analysis,this paper summarizes the experience,practice and success of government responsibility fulfillment in agricultural insurance in other regions.The United States:improve laws and establish a multi-level financial subsidy and risk guarantee system;Japan:establish mutual aid agricultural insurance system;France:organization for the development of cooperative agricultural insurance7India:establishment of state-owned insurance companies and implementation of agricultural insurance plans;Beijing:strong policy support and the establishment of a policy-based agricultural reinsurance model;Zhejiang:the government establishes agricultural insurance "co-insurance system";Jiangsu:agricultural insurance sponsored by the government.Based on the current situation of Liaoning province government responsibility fulfillment in agricultural insurance,and the domestic and foreign experience,this paper sorts out specific Suggestions and countermeasures:first,comprehensively optimize subsidy policies;second,establish an effective supervision mode of agricultural insurance;third,build a service system of agricultural insurance;fourth,give full play to the role of government policy guidance and macro-control.
