A Comparative Study Of The Party Group Of China’s National People’s Congress And The Parliamentary Party Group Of Britain And Germany

The people’s congress party group system is the main political carrier for upholding and strengthening the party’s leadership and safeguarding the people’s democratic rights.Under the opportunities and challenges of the new era,the development and construction of the people’s congress party group system will provide assistance and guarantee for our country.The Western parliamentary caucus system is similar to the party group system of China’s people’s congress,and both are the central hub connecting political parties and the government.Based on the theory of historical institutionalism,this paper compares the historical evolution and current situation of the party group system of the Chinese people’s congress and the Anglo-German parliamentary group system.The study finds that: first,the party group of China’s people’s congress takes the people’s democratic dictatorship as the principle,the leadership of all members as the structural characteristic,the main body of party building as the functional direction,and the overall arrangement of affairs as the main operation law;The Anglo-German parliamentary group is based on the principle of parliamentary republic,all members as the structural characteristics,party decision-making as the functional direction,and action according to the rules is the main law of operation.Second.Although China’s political parties are exogenous parties under different historical and cultural backgrounds,and British and German political parties are mainly endogenous parties,the three countries have made a lot of efforts in regulating political parties and groups themselves,and have the policy support of national regulation of political parties and groups,thus constituting a strong political party unity.The study believes that in the future,the party group system of China’s people’s congress should further strengthen the construction of the rule of law,improve inner-party democracy,promote information disclosure and innovate supervision mechanisms.The innovation of this paper lies in the fact that it supplements the scarce research on the party group system of the people’s congress in the existing academic field,and puts forward optimization suggestions for the improvement and development of the party group system of the people’s congress in China through the comparative study of the parliamentary group system of other countries.
