Chinese institutions belonging to the public sector in a relatively unique type of organization is to protect the country’s political, economic and cultural life of normal social service support system. With the market economy and the continuous improvement of the people’s growing demand for public utilities, the original institution system is not able to adapt to the actual needs of comprehensive deepening reform, therefore, on the part of the unit restructuring it is necessary. According to the CPC Central Committee in March 2011 the State Council issued the "Guidance on classification reform of public institutions" requirement, by 2020, to basically completed engaged in production activities and institutions restructuring. From institutions restructuring process point of view, there are still many problems, mainly in the lack of human resources management strategic positioning, failed to develop effective use of talent, technology lean, staff remuneration are not satisfied. These issues directly affect the interests of workers, efficiency units, but also to the quality of public institutions restructuring. In this paper, Telecommunications Academy representative human resources restructuring, for example, use case analysis, comparative analysis, literature research, normative research method, the use of human resource management theory, enterprise restructuring of public institutions in the problems and reasons analysis, drawing on successful practices in New Zealand, Britain, Japan and other typical countries, put forward to promote our institutions to deepen the reform proposals, including to human resources management strategic location management, effective development of the use of personnel, and improve staff training mechanism, establish and improve performance appraisal system and salary incentives to try to solve outstanding problems in restructuring public institutions present in human resources management, in practice, to provide sophisticated management model for enterprise restructuring of public institutions for the restructuring of public institutions can establish new reasonable human resources management system, and create favorable talent to play the enthusiasm and creativity of human resource management and operation mechanism.
