| In 2013,the state put forward the overall goal of "improving and developing the socialist system with Chinese characteristics and promoting the modernization of the national governance system and governance capacity".Since the reform of the national tax and local tax collection and administration system in 2018,the tax authorities have undertaken increasingly heavy tasks and higher work requirements.Tax work in the new era is faced with many new situations,new tasks and new challenges.The basic,pillar and safeguard role of taxation in national governance has become increasingly prominent.The State Administration of Taxation has clearly put forward the overall goal of basically realizing by taking into full consideration the actual situation of the current tax collection,administration and service level.As an important link to improve the ability of tax administration,the reform of the tax cadre and personnel system is particularly urgent.The reform of the tax cadre and personnel system is the core and key of the overall reform of the tax department,and has great significance for the construction of high-quality and professional tax cadre team and the protection of tax revenue to better serve the national governance.Based on the requirements of the reform of the tax cadre and personnel system proposed of the State Administration of Taxation,this paper firstly expounds the importance of the reform of the tax cadre and personnel system stated in the research background and significance,so as to determine the research purpose.Secondly,it introduces the core concept and main content of the reform of the tax cadre personnel system.This paper mainly introduces two aspects of tax cadre personnel reform: leading talents project,post training project and business competition project.Leading talents play the role of commandos and vanguard army and play the role of leading demonstration.Post training and business competition will be closely combined with their own work and daily business learning,with competition to promote training,training as the priority.Thirdly,the evaluation index system of tax administration ability is initially set up from three levels,and it is divided into: tax administration ability according to law,tax management ability of information,quality service ability and efficient organization ability.Based on the construction of the index system,it analyzes the influence of the reform of the tax cadre personnel system on the improvement of the tax administration ability,the promotion of the information tax management ability,the strengthening of the tax service ability,and the deepening of the efficient organization ability.Then,by introducing the relevant situation of the reform of the cadre and personnel system of the tax bureau of B City,this paper objectively analyzes the current situation of the cadre and personnel system of the tax bureau of B City,introduces the implementation content and achievements of the reform,as well as the existing problems and causes.Finally,based on the improvement of tax administration ability,this paper puts forward the basic ideas,principles and directions of the reform of the tax cadre and personnel system,and puts forward suggestions from four aspects of the reform: policy formulation,talent incentive management measures,education training and management supervision. |
