Unlike the invitation to credit under the promotion tournament,in recent years,the behavior of government officials has shown on the characteristics of blame avoidance.Blame avoidance is manifested by the abdication of responsibility,the transfer of responsibility,and the increase of responsibility between different levels of governments,as well as the prevarication and transfer of responsibility between individuals.In government management,blame avoidance of officials will cause tension between the government and the people,and between officials and the people,which is an important reason to the reduction of efficiency of officials and the damage of government’s image.Grassroots cadres are in the forefront of reform and development,and taking responsibility and daring to act are the requirements for them to play a leading role.With the normalization of epidemic prevention and control in the past two years,social incidents caused by grassroots cadres evading responsibility have occurred frequently,which has aggravated the contradictions of grassroots management and affected people’s trust in the government.Therefore,through the study of the behavior of blame avoidance of grassroots cadres,try to find out the reasons,which is of great significance to alleviate the contradicitions in the current grassroots management.In the context of high-pressure accountability,there is a strong link between accountability and blame avoidance.Studies have shown that accountability pressure may become an important factor for blame avoidance of officials.In the face of the risk of accountability,governments and officials at different levels adopt various strategies to avoid punishment that may come from their superiors.However,on the one hand,there is a lack of research on individual behavior in the subject on existing studies.On the other hand,it is insufficient in empirical research methods,and most of them are self-consistent in academic theory.Therefore,this paper adopts the method of empirical research,taking grassroots cadres as the survey object,accountability pressure as the independent variable,institutional trust as the modulating variable,and grassroots cadres’ intention of blame avoidance behavior as the dependent variable(The choice of grassroots cadres’ intention of blame avoidance behavior is determined by the complexity of behavior measurement and the predictive effect of proven behavior intention on behavior),and explores the relationship among the three.Based on the theory of Planned Behavior and the theory Stress and Coping,this paper explores the correlation between variables and the rationality of theoretical selection.According to the theory of Planned Behavior,individual behavioral attitude,subjective norms and perceptual behavior control are important factors that affect their behavioral intention.This theory explains the influence of accountability pressure on the grassroots cadres’ intention of blame avoidance behavior.In accordance with the theory of Stress and Coping,an individual’s cognitive evaluation of stress and coping with stress,the two key psychological processes determine whether pressure sources can affect an individual and cause stress.This illustrates the role of institutional trust as a coping resource for relieving pressure.Based on the literature,accountability pressure is divided into four dimensions in this paper: institutional pressure,role conflict,bureaucratic pressure,and workload,and constructs a model of the relationship between accountability pressure,institutional trust and grassroots cadres’ intention of blame avoidance behavior.It mainly solves several problems:(1)Does the accountability pressure and its four dimensions significantly affect grassroots cadres’ intention of blame avoidance behavior? If so,what is the exact path?(2)Does institutional trust play a mediating role between accountability pressure and grassroots cadres’ intention of blame avoidance behavior? If so,what kind of moderating effect does it have?(3)What is the relationship about institutional trust,accountability pressure and grassroots cadres’ intention of blame avoidance behavior? After questionnaire,a total of 306 questionnaires are collected.Then this paper uses SPSS software and AMOS software to analyze the reliability and validity of the data,correlation analysis,regression analysis,etc.,and to test the above hypotheses.The results show that(1)there is a positive correlation between accountability pressure and the grassroots cadres’ intention of blame avoidance behavior,and the greater the accountability pressure perceived by grassroots cadres,the more likely they are to have the intention to avoid blame.Among them,the four dimensions of institutional pressure,role conflict,bureaucratic pressure and workload are positively correlated with the grassroots cadres’ intention of blame avoidance behavior.Moreover,institutional pressure and bureaucratic pressure are more related to the the grassroots cadres’ intention of blame avoidance behavior.(2)There is a negative correlation between institutional trust and accountability pressure,and the higher the degree of institutional trust of grassroots cadres,the lower the perception of accountability pressure.(3)There is a negative correlation between institutional trust and the grassroots cadres’ intention of blame avoidance behavior,and the higher the degree of institutional trust,the lower the intention of grassroots cadres to avoid blame.(4)The negative moderating effect of institutional trust is obvious.That is,under the high institutional trust,the explanatory power of accountability pressure on grassroots cadres’ intention to avoid blame becomes weaker.From the perspective of various dimensions,institutional trust has a significant negative moderating effect among institutional pressure,bureaucratic pressure,role conflict and grassroots cadres’ intention of blame avoidance behavior,but it has no significant effect between workload dimension and the grassroots cadres’ intention of blame avoidance behavior.In general,this paper verifies the correlation between accountability pressure,institutional trust,grassroots cadres’ intention of blame avoidance behavior and the negative moderating effect of institutional trust on accountability pressure and grassroots cadres’ intention of blame avoidance behavior.Based on the research conclusions,this paper puts forward suggestions from four aspects: strengthening the construction of the error-tolerant and error-correcting system,paying attention to the multi-faceted encouragement of cadres,reducing the workload of cadres,and strengthening the ideological education of cadres.Compared with previous studies,this research mainly has the following contributions:(1)In terms of research methods,empirical methods are used to analyze the phenomenon of blame avoidance among grassroots cadres,which makes up for the lack of previous empirical research methods.(2)In terms of research content,the subject of investigation of the behavior of blame is down to individual grassroots cadres,which makes the research content more targeted. |
