The government is the main body of the meta-governance,and the Chinese modernization has put forward higher requirements for legal,efficient and innovative administrative actions within the government.Nowadays,the wind of dissimilation of administrative behavior within the government is spreading,which causes problems such as the difficulty of policy implementation,the "partial idling" of policy,and the prevalence of formalism,which restricts the way of improving the quality and efficiency of our government and hinders the advancement of governance ability and the modernization of governance system.Whether the dissimilation of the administrative behavior inside the government directly affects the administrative cost,government performance,administrative climate and policy effect,but most of the current research is aimed at the specific external administrative behavior or at the formalism,the appearance and logic of the dissimilation of the administrative behavior inside the government lack of in-depth investigation.Dissimilation of administrative behavior within the government is not only formalism,but also a behavior phenomenon that the administrative activity within the government deviates from the publicity and efficiency principle.It is a kind of administrative activity within the government,and the result of the dissimilation of the complex relationship between the government system,system,mechanism and cultural psychology.Inside the government administrative behavior of alienation or not directly affect the administrative cost,government performance,administrative culture and policy effect,since the reform and opening of all previous reforms for internal administrative behavior of the government are not effective to overcome alienation and correction,the internal government administrative behavior alienation representation and its logic,is helpful to improve the government’s administrative efficiency,speed up the construction of a service-oriented government,Promoting the organizational construction of government departments to better cope with the new requirements in the new era is also an important link to promote the path of modernization of governance system and governance capacity.Based on A board and its immediate subordinate section as the research sample,in A bureau and its directly subordinate departments of the leadership of the staff of the administrative action for three months or so of participatory observation,and A bureau staff work together,live together,and they are familiar with each other,and their daily work everyday language and behavior recorded one by one,The performance and psychology of the staff before,during and after the alienation of administrative behavior were summarized.Based on participatory observation and research,semi-structured interviews were conducted with some staff,and the interview content was coded to summarize the investigation report.At present,the appearance of the alienation of administrative behavior inside the government includes three aspects: behavioral cognition,institutional norms and administrative practice.The analysis and generalization of the alienation of administrative behavior inside the government,taking the appearance of the alienation of administrative behavior inside the government as the research entry point,studies the internal logic of the alienation of administrative behavior inside the government.For existing about inside the government administrative behavior and behavior logic of literature search and comb,on the basis of literature review and research reports,combined with literature analysis,participatory observation,depth interview method,case analysis method is analyzed,and then research the government internal administrative act alienation exists unique logical path,According to the theory of bureaucracy,the theory of administrative ecology and the theory of public choice,the triangular pyramid analysis model of "cognition,institution and practice" is adopted.As the three bottom points of the triangular pyramid,cognition,institution and practice point to a common vertex--the result of administrative behavior.This paper uses the theory of public choice to analyze the cognitive logic of dissimilation of administrative behavior in government.The theory of bureaucracy is used to analyze that bureaucracy and pressure system together constitute the institutional logic of alienation of administrative behavior within the government.Using administrative ecological theory analysis,the pressure of the "market competition" and "responsibility" environment constitute the internal government administrative behavior alienation logic of practice.The cognitive logic,system logic and practice logic are the three logics which constitute the alienation of administrative behavior inside the government.Finally,according to the dissimilation logic of administrative behavior inside the government sorted out,the paper puts forward a scientific and feasible correction path of the logic of administrative behavior inside the government,which is still discussed from the perspective of cognition,system and practice.First of all,we need to improve the correct value judgment and reshape the logical cognition.It is carried out from two aspects: strengthening the role identity of grassroots officials and supplementing the effective incentive measures.Secondly,we need to optimize the reasonable operation mechanism and straighten out the system logic.From the organizational structure from "pyramid" to "flat" and the construction of "routine things do routinely,the superior responsibility of the superior" optimization path.Finally,it is necessary to perfect the scientific assessment system and optimize the practice logic.It is carried out from two aspects: innovation responsibility supervision system and optimization of assessment index.Through the correction and remodeling of the logic of administrative behavior within the government,the government departments are promoted to improve the quality and efficiency,and the modernization of the governance system and governance capacity is promoted.Due to the lack of the author’s cognitive ability,there are still many limitations in this paper,such as not fine literature sorting in the early stage,limitations in research samples and research objects,and unscientific research design and writing techniques,which make the logical thinking of this paper not rigorous enough.In the future,this paper will strive to improve academic accomplishment and academic level,improve research ideas,and provide more scientific and rigorous logic for research.
