| In order to build a powerful country in science and technology,it is necessary to change the current situation that my country’s key core technologies are controlled by people,bring together the wisdom of multiple disciplines and the strength of multiple platforms,and overcome the shortcomings of single-handed scientific research activities and scattered resources.Organized Research Unit can effectively gather scientific research talents,research and development funds and equipment resources,and help my country to tackle key core technologies.However,at present,Organized Research Unit in my country is still faced with problems such as unclear scientific research goals,low operating efficiency,and unreasonable resource allocation.In order to ensure that Organized Research Unit can exert its organizational power,it is necessary to coordinate innovation among the three main bodies of the government,universities and industry.Therefore,it is necessary to clarify the conceptual connotation of Organized Research Unit based on the triple helix model,sort out the division of responsibilities and linkage effects among the three main bodies of government,universities and industry,clarify its operation mechanism,establish a performance evaluation index system for Organized Research Unit,and use scientific The performance evaluation method evaluates the performance of Organized Research Unit and predicts the future performance of Organized Research Unit,which can provide reference for the development of Organized Research Unit in my country and provide policy recommendations for Organized Research Unit in China.In view of this,according to the idea of "proposing problems-analyzing problems-solving problems",this paper focuses on the concept connotation,operation mechanism and performance evaluation of Organized Research Unit from the perspective of the triple helix model.Implementation points and policy recommendations.The first chapter of this paper mainly proposes the problems to be studied,adopts the literature research method,discusses the research background and research significance of organized research unit based on the three-helix model,sorts out the literature on Organized Research Unit at home and abroad,and summarizes the research results.Chapters 2,3,and 4are the main parts of this paper,which examine the conceptual connotations,operating mechanisms,and performance evaluations of organized research unit based on the three-helix model,respectively.The second chapter uses the literature research method to define the core concepts of organized research unit,the three-helix model,and organized research unit based on the three-helix model.The third chapter uses the case study method,taking the Lawrence Berkeley Laboratory of the University of California as an example,to analyze and summarize the operation mechanism of organized research unit,and summarize the implementation points of organized research unit under the three-helix model.The fourth chapter first establishes an organized research unit performance evaluation index system based on the three-helix model,input-output model,and quantifiable indicators obtained from case analysis,and then calculates the contribution score of each index by using the entropy weight method,followed by the Super-SBM model of the data envelopment analysis method to measure the input and output efficiency of Organized Research Unit,and finally establishes a predictive model by training BP neural network to predict the performance of organized research unit.The fifth chapter adopts the inductive summary method,based on the operation mechanism analysis and performance evaluation results of organized research unit,expounds on the research conclusions of this paper,and puts forward policy suggestions for major scientific research projects in China based on the research conclusions and the actual national conditions of China.The research findings are as follows: first,the three main bodies of the triple helix model are interconnected in the Organized Research Unit operation through the guarantee mechanism,cooperation mechanism and dynamic mechanism,so as to achieve the ultimate goal of scientific and technological innovation.Second,in the economic transformation subsystem of scientific and technological achievements,the index scores of the commercialization of R &D technology and the income from R & D technology transfer both increased at a rapid rate after 2017.The economic transformation of scientific and technological achievements has gradually become one of the most important factors affecting the development of Organized Research Unit.Third,the Organized Research Unit of Lawrence Berkeley Laboratory has shown an overall high-efficiency trend over the years,but its efficiency value is difficult to maintain at a stable level.In inefficient years,there are a lot of input redundancy and insufficient output.According to the above research results,this paper draws four research implications: first,the government should appropriately delegate power,universities should give up monopoly and industrial cooperation in scientific research,and the three main bodies’ collaborative innovation will provide a stronger resource contribution for Organized Research Unit in the future.Second,the enhancement of the economic transformation ability of scientific and technological achievements can bring greater economic and social benefits to Organized Research Unit and promote the sustainable development of Organized Research Unit.Third,while increasing the input of scientific research funds and human resources,we should formulate the output strategic plan corresponding to the input to realize the optimization of the allocation of scientific research resources. |
