Research On The Service Function And Implementation Of Ideological And Political Education From The Perspective Of Modernization Of National Governance

The Fifth Plenary Session of the 19 th Central Committee of the Communist Party of China clearly listed the basic realization of the modernization of the national governance system and governance capacity as the long-term goal of China’s socialist modernization construction,and the modernization of national governance became the fifth modernization of China.In fact,the modernization of national governance involves multiple dimensions,including both the improvement of institutional systems and the construction of value systems.It is a comprehensive systematic project.As an important way of ideological governance,ideological and political education has always played an important role of "centering on the overall situation and serving the center" in national governance,and is an important support for the success of China’s revolution,construction,and reform.Therefore,it is of great value to conduct a systematic and in-depth study of the ideological and political education in the new era,which adapts to events,advances with the times,and serves the modernization of national governance in a new way according to the situation.Starting from the theoretical logic of the service function of ideological and political education in the perspective of the modernization of national governance in the new era,this paper combs and summarizes the theoretical basis of the service function of ideological and political education,which is mainly derived from the theory of classical writers of Marx and Engels and the CPC on the service function of ideological and political education in national governance.At the same time,it is proposed that ideological and political education has a logical relationship of coupling and symbiosis with the modernization of national governance.As a special form of governance,ideological and political education has played a significant role in various periods and fields of national governance.Paying high attention to the value and positioning of ideological and political education in governance is not only a practical need to achieve modernization of national governance,but also an effective way to promote the innovative development of ideological and political education.On this basis,this article elaborates in detail that the service function of ideological and political education in the context of modernization of national governance in the new era has three major functional forms: institutional advantage consciousness,value orientation,and cultural shaping,which is a solid foundation for constructing a national governance value system.Adhering to the problem oriented approach,this article conducts a thorough analysis of the obstacles and breakpoints in the service function of ideological and political education.It points out that in the context of modernization of national governance in the new era,the service function of ideological and political education faces three major challenges: the need for discipline development to lag behind national governance,the severe and complex governance environment,and the insufficient endogenous power of the governance subject,which greatly affects the performance of the service function of ideological and political education.Taking this as a breakthrough point,this article proposes that promoting the modernization of ideological and political education,creating a good environment for promoting the modernization of national governance,and enhancing the endogenous power of governance entities are the three major optimization paths for the effective functioning of ideological and political education services in the perspective of national governance modernization.
