| Conceived by the Obama administration,formally implemented by the Trump administration and upgraded by the Biden administration,the Indo-Pacific Strategy has become an important measure for the US to increase its regional influence,reshape its leadership and enhance its deterrence against China.Threat assessment,definition of interests,and means of implementation are three important dimensions to clarify the specific connotation of the US “Indo-Pacific strategy”.The Biden administration’ s “Indo-Pacific strategy” regards China as the primary threat,takes maintaining regional hegemony as the main national interest,and takes“all-round competition” as the main implementation means.In essence,it is an important strategic tool to shape the regional order pattern conducive to the interests and value orientation of the United States,and will impact the political,economic and security order in the Indo-Pacific region.Bring more uncertainties to the regional strategic environment.Under the analytical framework of “threat assessment —interest definition—implementation means”,the Biden administration’s “Indo-Pacific strategy” focuses too much on the “China threat” and puts too much emphasis on“America first”.In terms of means of implementation,it also faces challenges from domestic and foreign factors.In the short term,it will achieve results,but in the long term,there is the possibility of strategic failure.In response to the Biden administration’s “Indo-Pacific strategy”,China should accurately understand the US threat assessment on China,take the initiative to increase trust and dispel suspicions,seek broader international support in the “IndoPacific” region,firmly support multilateralism,build a new mechanism for regional governance,and,on the basis of its own strength,maintain harmony and stability in the surrounding region. |
