Research On The Reform Of Administrative Examination And Approval System In The Field Of Market Supervision In Huaihua City

The reform of the administrative examination and approval system is a critical step toward decentralization and transformation of government operations,as well as a solid starting point for improving the business climate.The local government has the key to comprehensive reform of the administrative examination and approval system.Taking Huaihua City as an example,this study investigates the reform of administrative examination and approval systems in the sphere of local market supervision based on the philosophy of government process reengineering and holistic governance.Firstly,the historical context and current state of the administrative examination and approval system in the sphere of market supervision in Huaihua City are examined in this study.In the process of reforming the administrative examination and approval mechanism for market monitoring,Huaihua City has adhered to the combination of implementation and innovation,formulated a series of policies and measures from three aspects: improving the examination and approval system,optimizing the work process and relaxing the registration conditions,and made great efforts to smooth the access of market subjects and solve the problem of "difficulty in getting permission".However,as the reform enters the deep-water area,the new era also brings with it more stringent standards for the development of new systems.This study argues that there are three degrees of issues in the reform of the administrative examination and approval system in the sphere of market supervision in Huaihua,based on data collection,questionnaire survey,and interview: Superiors and subordinates have a faulty linking mechanism,non cooperation of units at the same level and internal disharmony of market supervision departments.Finally,appropriate countermeasures for the issues identified are proposed: establish a more perfect linkage mechanism between superiors and subordinates to improve the execution of reform work;Promote the institutional reform of various departments and promote the horizontal coordination of reform work;Optimize the internal institutions of market supervision and accurately locate the functions of market supervision departments,in order to improve the reform’s efficacy,it is expected to serve as a model for Huaihua and other regions in deepening the reform of the administrative examination and approval system,promoting the transformation of government administrative functions,and improving the business climate.
