Research On The Dilemma Of Ride-hailing Under Government Supervision Of Changsha

In recent years,the development stage of Changsha city’s online ride-hailing service industry can be roughly divided into three stages,such as no regulation,rough regulation,and detailed regulation.The government’s regulation on ride-hiding service has been partially effective in platform construction,passenger experience and road traffic.The current prosperous period of online dating has been reached.However,many accidents of ride-hailing service have exposed the risks and dilemmas faced by the current government regulation.The current dilemma mainly focuses on the dilemma of the power and responsibility of regulatory subjects,the dilemma of the orientation of regulatory strategies,and the dilemma of the efficiency of regulatory policies.We analyze the causes of the problem by applying government governance theory and risk society theory.And find that the current dilemma is caused by the insufficient mechanism of the regulatory system,the high standard required by the ride-hailing service,the unsuitable regulatory concept,as well as the unique technological barriers of the online ride-hailing service.The current regulatory dilemma can be solved by constructing multiple regulatory bodies and multiple regulatory systems,innovating regulatory approaches in technology and concepts,and optimizing regulation at the price,information and safety levels.
