| The General Offices of the CPC Central Committee and the State Council issued the Opinions on Further Reducing the homework burden and the burden of after-school training for students in compulsory education in July 2021.The policy is divided into two aspects: in the campus,the teaching quality and service level are further improved,the homework is more scientific and reasonable,the after-school services basically meet the needs of students,students learn better and return to campus;in the campus,the training behavior of aftercampus training institutions is fully standardized,all kinds of chaos of off-campus training is basically eliminated,and the heat of off-campus training is gradually cooled.The goal of the double reduction policy is to reduce the burden of parents ’educational investment and students’ academic burden.Policy implementation has been nearly a year,from the media,social public opinion and other kinds of channels found in policy implementation and policy goals there exist some gap: due to the school teaching direction adjustment,parents need to spend more time and energy for tutoring and supervise children learning,at the same time the students’ schoolwork difficulty and learning pressure is still high.Whether the goal of the double reduction policy is achieved or how is the degree of realization,and what factors affect the comprehensive realization of the goal of the double reduction policy are urgent issues to be studied.This paper evaluates and studies the implementation effect of the double reduction policy from the perspective of achieving the policy objectives.First,the evaluation system for the achievement of policy objectives is constructed,and the framework and principles of the effect evaluation of double reduction policies are formulated.Under the guidance of the evaluation system,we try to use the questionnaire survey method and the interview method to collect the data information and further analyze and summarize it.Through the family education investment,students’ academic burden,student burden,double reduction policy issues of literature review and research,key family education investment and students academic burden,according to the key indicators set up scientific measurement system,through the selection of samples,questionnaires,recycling questionnaire each link for double reduction policy before and after the implementation of Mo Pai,understanding and analysis.The prisoner’s dilemma model in game theory is introduced to analyze the causes of the effect of policy implementation,and at the same time,conduct qualitative research according to the survey of interviewers,trying to analyze the internal causes of the formation of the implementation effect of the double reduction policy,and then explore the countermeasures and suggestions for the implementation of the double reduction policy.Through investigation and research,it is found that one year after the implementation of the double reduction policy,the problem of off-campus training institutions has improved significantly,the attention of the burden is increasing,the school education teaching methods are constantly optimized and adjusted,but the family education investment is still high,the cost of parents to find high-quality education resources is rising,while the subject investment in family education investment is relatively high;the academic burden of students heavy learning pressure,the extracurricular life is single,all kinds of education,less attention to students’ mental health education.It can be seen that the implementation of the double reduction policy has achieved initial results.However,due to the competitive pressure of entrance examination for secondary school or college still exists,the talent selection and evaluation mechanism has not really changed,the concept and mode of family education are simple and extensive,the intellectual development level and characteristics of students are not valued,and the benign interaction between school and family has not yet been formed,so there is still some room for the realization of the final goal of the policy.In order to achieve the goal of double reduction policy,it is necessary to reshape the goal of education burden reduction,refine the implementation plan;explore the innovative talent training and selection mechanism,balance education resources,improve the endogenous development of education;develop new ideas and new models of school education and teaching;establish and implement the external and family education training system;manage the common interests in education problems,and get out of the "prisoner’s dilemma" of education. |
