In recent years,the continuous development of the digital economy and the continuous development of information technology have created a large number of data resources,which contain important value and have become an important asset in today’s society,occupying an increasingly important position in economic development.In April 2020,the State Council issued the "Opinions on Building a Data Base System to Better Play the Role of Data Elements",which clearly proposed that data should be listed as the fifth largest production element,and that a governance model should be established in which the government,enterprises,and society collaborate to innovate government data governance mechanisms.The participation of data in market-oriented allocation as a factor of production is of great significance for promoting current socioeconomic development and industrial transformation and upgrading.As a type of data,government data itself has two attributes: production factors and governance factors,and contains enormous value.The government needs to accelerate the ability to tap the value of government data.It is necessary to create government data resources with market value and circulation through market-oriented allocation.However,there are some problems in the current market-oriented allocation process of government data,such as unclear evaluation of the value of government data,and weak security of data transactions.Therefore,it is very necessary to study the influencing factors of the marketization of government data and propose targeted promotion strategies.This paper takes the marketization of government data as the main research subject,summarizes and defines the concepts of government data and marketization of government data through sorting out the research results of marketization of government data and data elements,and uses data asset theory,information property theory,and information system success model as the theoretical basis.Through literature analysis and structural equation model,it explores the influencing factors of marketization of government data,summarizes the quality of government data The five major influencing factors of government data market demand,government data transaction mechanism,government data transaction security,and government data transaction platform are all assumed to be positively correlated with government data marketization.Based on this,a conceptual model of influencing factors of government data marketization is constructed.Questionnaire design and distribution are conducted based on the conceptual model and measurement indicators,and descriptive statistical analysis and structural equation model testing are conducted on recovered data,Clarify the impact path and strength of the influencing factors on the marketization of government data,and finally propose countermeasures to promote the marketization of government data based on the research results and five influencing factors according to the magnitude of the impact. |
