Since the 18 th national congress of the communist party of China(CPC),the CPC central committee with general secretary xi jinping as the core has put forward four comprehensive strategic layouts,of which the comprehensive deepening of reform is the most important strategic task facing China at present.It is urgent for leaders and party cadres at all levels to have the courage to innovate and take on the responsibilities of solving problems.At the same time,we have strict political discipline and political rules,Serious inner-party political life,purifying political ecology and fighting against corruption have taken shape and consolidated development.It’s hard to avoid has some negative effects,officials did not dare to dare not innovation for the phenomenon of intensifying,the citizen’s personal rights and social public interests are a serious threat,the effective containment from the source and put an end to the officer not to appear particularly important and urgent,therefore,some officials did not dare to dare not innovation for the reform and innovation of the present situation and the urgent need in China officials on the conflicts between the realistic demand is what we must first solve,tolerance is the product under the background of the conflict.Since 2016,wuhan has been exploring the establishment of a fault-tolerant mechanism for cadres,and three documents have been issued successively.The awareness of the fault-tolerant mechanism has been gradually deepened by the majority of cadres,and their awareness of fault-tolerant awareness has been further strengthened.Some explorations and applications have been made in combination with the actual situation,and some results have been achieved.The author own working practice,using the method of text analysis,the questionnaire Case analysis norm analysis,carding the development of wuhan city build fault-tolerant mechanism,analysis of policy text and organization system,organization to carry out the questionnaire,collecting fault-tolerant typical cases,trying to more clearly reflect the fault-tolerant mechanism operation results in wuhan city and existing prominent problems,at the same time also by consulting a large number of literature,understand the experience in other parts of the domestic practice.Based on this,puts forward the comprehensive deepening reform under the background of countermeasures and Suggestions of improving the wuhan city cadres fault-tolerant mechanism.On comprehensively deepening reform under the background of this article is to build fault-tolerant mechanism research,the current theoretical research on such is relatively small,this article research is helpful to enlarge the theory of fault-tolerant mechanism research.At the same time,the connotation and purpose of this article to build fault-tolerant mechanism for the rich,should not only encourage officials to fault tolerancemechanism of the innovation and creativity of protection officials,should also play a role in protecting the purpose of the positive innovation.In the process of research,this paper analyzes the regulations of fault tolerance and exemption from liability issued by different places from four aspects of the results of fault tolerance range and boundary processing procedures,and explores ways to improve the fault-tolerance mechanism for cadres in wuhan based on relevant cases of wuhan.
