Research On Reforming The Administrative System Of Townships

The reform of the township administrative management system is a problem that needs to be considered comprehensively.The administrative management system is the centralized reflection of a country’s political system and its management system.In terms of operation status,it is a management system composed of an administrative organization,management authority,management system,management work,management personnel,etc.The township government’s administrative system has been restructured in response to the ever-evolving needs of social progress and rural labor.This transformation has been carried out by the government.The close relationship between the grass-roots service-oriented government and village people has been significantly strengthened by this milestone,which serves to strengthen the national administrative management’s foundation and further develop the grass-roots governance system.It is a clear demonstration of the needs for the grass-roots regime to build its governance capacity.This paper comprehensively analyzes the theoretical basis and historical evolution of the reform of the township administrative management system in China,the problems found in the current administrative management system,including the problems in the personnel and institutional settings,and the reasons for the problems of too scattered functions in the operation of the system,the lack of law enforcement authority in the township,and the unclear and inadequate government service responsibilities,from the non-standard establishment and management of the township,and the excessive number of leadership positions,The law enforcement team’s construction is far from flawless,the quality of the grassroots service workers is inadequate,and the services are unclear.To rectify this,countermeasures and strategies for reforming the administrative management system in the following stage are proposed.It is evident that we must draw upon the knowledge and insights of prior reforms,execute the entire plan for the reform,bolster the unified planning and collaboration,bring about the alteration of government activities,divide authority into organizations,and bolster the law enforcement guarantee on a grassroots level,In the construction of a new socialist countryside,we should implement the functional effectiveness,further promote the simplification and efficiency of the township administrative system,and gradually build a service-oriented government,which will play a positive role in promoting grass-roots governance and rural revitalization.
