The Democratic Alliance strategy of the Biden administration is the core policy of its international multilateralism policy and also the symbolic policy of its administration policy.It is the basic policy of the Biden administration to reinvigorate the United States and rebuild the international order by strengthening the strategic basis of long-term competition and building a multilateral system of comprehensive competition.The strategy of the League of Democracies is designed to maintain the hegemony and hegemony of the United States on the basis of the ideology of the United States,on the basis of the "two kinds of countries" divided into "democracy" and "autocracy",and on the basis of the establishment of value alliances in different fields,in different forms and with different functions,so as to meet the competition and potential challenges of the future powers.The strategy of the Alliance of Democratic States is under construction and is constantly being adjusted and changed.From the historical tradition of the United States,building such an alliance has been its usual means,but also a representative of American idealistic foreign policy.From Biden’s policy measures,the policy is also different from the traditional policy side.Biden made it a leading strategy in foreign policy priorities and international strategies,and added a lot of new content and content to it.It is Biden’s core strategic move to build a "small group" with "democratic state" as its member and to endow the group with some characteristics of traditional alliance while seeking its specific functions and effectiveness.Such a strategy is impacting the post-war tradition and order,intensifying the "zero-sum game" of great powers,intensifying geopolitical conflicts and "clashes of civilizations".In view of this,it is necessary to explore and study its strategic demands,strategic layout,strategic measures and strategic impact from multi-level and multi-perspective.In addition to the introduction,this paper is divided into five parts.Specifically,The first chapter is the strategic background of the Biden administration to build a democratic country.It mainly studies the crisis of legitimacy and orthodoxy of Western democracy,the danger of disintegration of American post-war system and system,and the strategic anxiety of America caused by the revival of non-Western civilization.The second chapter is the strategic demands of the Biden administration to build the democratic state alliance.It mainly studies the main strategic objectives of rebuilding the Western system advantages,expanding the space of international strategic intervention and consolidating the American hegemonic governance system.This paper focuses on the ways and means to achieve the goal by means of ideology,democratic output and values diplomacy.The third chapter is the strategic measures of the construction of the Democratic Alliance.It mainly studies the three key measures of constructing the geopolitical alliance of democratic country,the supply security alliance of democratic country and the technology alliance of democratic country.The fourth chapter is the practical problems in the strategic construction of Biden’s Democratic Alliance.This paper mainly analyzes the main problems in the construction of democratic alliance,such as "uncoordinated","unbalanced" and "unstable",and analyzes the policy reasons and deep roots of the three problems.Chapter Five: The Future Trend and Influence of Biden’s Democratic Alliance.This paper mainly studies the three main trends of "Democracy + X","Alliance + X","Connection" and "Linkage" of the Eurasian Alliance,and analyzes the strategic influence of the implementation of the Alliance of Democratic States on the relations between great powers,international security and China.
