Since the beginning of the 21 st century,we have witnessed an accelerated thaw of the Arctic ice layer,leading to a higher accessibility of resources.This has resulted in a significant increase of the Arctic’s geopolitical,economic and military value,leading to a fierce struggle for Arctic interests.Russia,being one of the major Arctic countries,possesses significant territorial coverage in the region.In order to solidify and expand its position of strength,the Russian government has released a series of strategic and policy documents concerning the Arctic.In 2020,Russia introduced the "Foundations of the Russian Federation State Policy in the Arctic for the Period up to 2035" and the "Strategy of development of the Arctic Zone of the Russian Federation and the provision of national security for the period to 2035",which further optimized its Arctic policy through various measures,implementation mechanisms,and implementation stages.In particular,it emphasized that the development of Russia’s Arctic region is crucial for national security.The main security threats facing the Arctic region of Russia,both regionally and globally,are fundamentally driven by the government’s policy-making and strategic considerations.Building on the Arctic Policy of 2035 and the Arctic Strategy,Russia’s primary objective for national security in the Arctic region can be summarized as the comprehensive development of a transportation system that will promote the transformation of Arctic resource exploitation,while ensuring the sovereignty and territorial integrity of the Arctic region.This development will also strive to narrow the gap in regional development,increase attention to the indigenous people of the Arctic,and address their humanitarian needs.In the process of concrete implementation,Russia has mainly promoted its Arctic security strategy from three aspects: institutional mechanisms,military deployment,and economic development.After three years,Russia has achieved success and discovered policy contradictions in military,socio-economic,and ecological environment areas.Overall,Russia’s implementation of its Arctic security strategy is influenced by both its own ability and the international situation.The direction for the Russian government to adjust and update policies to adapt to the current situation is how to solve the development dilemma of the Arctic region from internal and external perspectives.As a major power with significant influence,Russia still plays an important role in regional geopolitics and global affairs.The country’s Arctic security strategy is a crucial component of its national security strategy,which has been continuously adjusted and refined to adapt to changing international circumstances.As an Arctic power,Russia places great importance on the development and implementation of its Arctic strategy,with Arctic security being the core of its Arctic strategy positioning.It is also an important reflection of the country’s stance and behavior in the Arctic region.Therefore,ensuring stability and expanding its Arctic strategic space has become one of Russia’s important strategies to safeguard national security.
