The Study On The Russian Arctic Security Strategy

Under the background of global warming,the increasing importance has made the Arctic became the world-wide concerning issue and the priority direction of Russia’s national security.In recent years,the surrounded Arctic countries have formulated respective national policies about Arctic region to maximize profits from some aspects,and stepped up their activities there.Russia is not only the country which is promoting exploration,development and construction in the Arctic,but also the country which has developed a comprehensive Arctic strategy at an earlier period.After the Ukraine crisis,the Russian geopolitics can be characterized by “Protect Western,Steady Eastern,Move Southward,Proceed Northward”.Through the consolidation and expansion of the national security interests in the four major strategic directions,Russia is seeking to break through the diplomatic and geopolitical dilemma brought by the collective sanction from the western world and squeeze of geopolitical spaces by NATO.Thereinto,maintaining the security of the Arctic is the core of the Russian North strategy,which is also the current and future priorities of the Russian government.The article is based on the Russian public document,summarizing the main content,the purpose,features and implementation path of the Russian Arctic Security Strategy.Analysis was focused on the response of the Russian domestic factors under the pressure of the international conditions and the motivation of the strategy from the two aspects of the internal and the external.Under the guidance of the Arctic security strategy,Russia continues to strengthen the construction of military forces in the Arctic region,in order to increase the deterrent capability in the Arctic.Based on the research of the Russian Arctic security strategy,the paper tries to solve the question that why do Russia spare no effort to implement the strategy and put the construction of military power on the first place? Is it forced by the security situation or required by the global strategy? In addition,this paper analyses the challenges,prospects and influences of the strategy from the historical and realistic perspectives.The paper also analyzes the enlightenment of the Russian Arctic security strategy to the exploration and governance of China from the perspective of Sino-Russian relations.
