Peace is a necessity for people’s livelihoods,and stability is the foundation of development.More than 90% of China’s land area is covered by vast rural areas,so ensuring the long-term and stable development of rural areas is of strategic significance for the process of building a socialist modernized strong country in all respects.After the arrival of the 21 st century,the social security situation is complex and diverse.In order to adapt to this situation,the focus is on building a broader and more harmonious safe social environment.After actively exploring,summarizing experience,reflecting on shortcomings and other methods and measures,the 18 th National Congress of the Communist Party of China proposed a new requirement of "deepening safe construction and improving the three-dimensional social security prevention and control system",which is very in line with the overall requirements of building a socialist society with Chinese characteristics in the new era,And it is also of great significance for the construction of a new socialist countryside.The 19 th National Congress of the Communist Party of China proposed to "accelerate the construction of a social security prevention and control system",and rural revitalization should aim to achieve "rural civilization" and "effective governance".To achieve these two major goals,not only the rule of man is needed,but also a series of effective modern governance methods are needed to assist.The 20 th National Congress of the Communist Party of China proposed to continuously strengthen the overall prevention and control of social security.In this context,the "Snow Brightness Project" emerged and continuously developed and improved.The "Xueliang Project" is a modern mass prevention and control system project that combines the characteristics of informatization and systematicity.Once fully implemented nationwide,it not only effectively enhances the sense of security of the grassroots masses,but also makes important contributions to the good public security situation in rural areas,and provides important guarantees for the high-quality development of the economy and society.The research object of this article is the implementation of the "Snow Brightness Project",and the main research area is T County,Shandong Province.After studying and analyzing relevant literature and archives,this paper comprehensively elaborates on the current research status of the construction of the "Snow Brightness Project" at home and abroad,provides a detailed introduction to the historical timeline of the comprehensive governance of politics and law with Chinese characteristics from its inception to its development and improvement,and briefly introduces the progress of the "Snow Brightness Project" in China.By conducting on-site visits and surveys,the situation and relevant experience of the construction of the "Snow Bright Project" in T County were summarized.Based on the results of the questionnaire survey,the shortcomings and problems in the construction process of the "Snow Bright Project" in T County were analyzed in detail,including insufficient top-level design,scattered video resources,lack of mechanism innovation,weak technological support,loss of talent resources,and difficulties in financial security.Based on the relevant issues identified,this article proposes opinions and suggestions from five aspects and 20 perspectives: promoting the construction of key areas,accelerating the expansion of points and areas,and strengthening the construction of classification guidance;Promote networking and sharing applications,strengthen system networking,improve sharing mechanisms,and expand application areas;Strengthen the innovative development of mechanisms,improve relevant policies and systems,innovate and optimize management methods,and strengthen the construction of talent teams;Strengthen technological innovation,promote integrated applications,break through technological bottlenecks,and implement strict security measures;Improve the comprehensive security system,strengthen organizational leadership,establish coordination mechanisms,clarify responsibilities and tasks,and strictly implement construction management.In order to provide useful reference and guidance for T County to accelerate the construction of the "Snow Brightness Project" and assist in rural revitalization.
