| Tibet-related issues bear on China’s core interests.The prosperity,stability and rapid development of Tibet epitomizes the prosperity and strength of Chinese society.In the face of an international public opinion environment that is not conducive to China’s image building and social development,the Chinese government began to publicize Tibet’s social development by issuing a Tibet-related White Paper in 1992 and carrying out Tibet-related external publicity work.In recent years,the Tibet-related White Papers has gradually become an important method for China to disseminated information about Tibet and demonstrate its position and views,as well as an important means for China to make its voice heard in the world.This thesis takes the 15 Tibetrelated White Papers issued since 1992 by The State Council Information Office of the People’s Republic of China as the main study subject,and attempts to analyze the practical significance of these white papers on Tibet,by combing and analyzing the background and text content of these White Papers furtherly.On this basis,the author also considers how the Chinese government can strengthen the Tibet-related publicity work,establish a good international image of Tibet,and build a favorable public opinion environment for China under the current international situation.This thesis is divided into six chapters and studies 15 white papers on Tibet published by the Chinese government since 1992.The first chapter is the introduction.This thesis mainly expounds on the topic selection basis,research significance,research methods,search and summarizes the academic research status at the stage of emergence,as well as the innovation and shortcomings of this paper.The second chapter is the practical basis and theoretical basis for the Tibet-related White Papers issued by the Chinese government.This chapter analyzes the Tibetrelated public opinion environment faced by China and elaborates on the realistic basis and theoretical basis for the birth of the White Papers.The third chapter is the historical evolution and characteristics of the Tibet-related White Papers issued by the government of China.This chapter will sort out the historical evolution of these 15 White Papers in three phases,and summarizes their development and progress.In addition,this thesis summarizes the authoritativeness,overall significance and characteristics of the Tibet-related White Papers issued by the government of China.The fourth chapter is the analysis of the Tibet-related White Papers issued by the government of China.This chapter will summarize the contents of these 15 White Papers.Clarifies the central government’s jurisdiction over Tibet,demonstrates to the world the progress of Tibet’s human rights cause,and presents to the international community the development of Tibet’s cultural protection,education and environmental protection.The fifth chapter is about the achievements and experiences of the Tibet-related White Papers issued by the government of China.This chapter will analyze the practical significance of these 15 White Papers and draw conclusions,such as refuting the Western doubts on Tibet and publicizing the achievements of the Party in the governance of Tibet.It also analyzes the reflections of the White Papers on the external publicity work,and summarizes some successful experiences,such as we should taking an active attitude in the face of Tibet-related issues,strengthen the initiative to publicize Tibet to the outside world,and firmly control the voice of Tibet-related international discourse in our own hands.We will actively build a good image of Tibet in the international community,and correctly convey China’s propositions of human rights as well as concepts on more international occasions.The sixth chapter is about the shortcomings and improvement measures of the Tibet-related White Papers.Based on the systematic interpretation of those 15 White Papers in formal chapters,this chapter summarizes some shortcomings of the current white papers on Tibet,for example,the wording of the text is stiff and rigid,and dull to be read.Moreover,the text translation of Tibet-related White Papers has not established a systematic corpus and obtained standardized translation standards.In addition,the publication and publicity of Tibet-related White Papers in the future should also pay attention to the effectiveness of communication as well as the characteristics of timing,learn to leverage on the basis of respecting cultural differences and audience groups,and make reasonable use of foreign platforms to build the great image of Tibet. |
