| On August 21-22,2018,General Secretary Xi Jinping,when attending the National Conference on propaganda and ideological work,stressed: to do well in propaganda and ideological work under the new situation,we must take the socialist ideology of China with Chinese characteristics and the nineteen spirits of the party as the guidance,enhance the "Four Consciousnesses" and strengthen the "four self confidences",and consciously assume the banner of the people,gather the hearts of the people,cultivate new people,develop the culture and develop the image Mission.Among them,"exhibition image" means to promote the construction of international communication capacity,tell Chinese stories,spread Chinese voice,show the real,three-dimensional and comprehensive China to the world,and improve the soft power of national culture and the influence of Chinese culture.Tibet is one of the main battlefields in the international public opinion struggle involving Tibet,which is related to the overall situation of China’s foreign communication and plays an important role in it.As an important component of China’s foreign communication work involving Tibet,the white paper concerning Tibet has made remarkable achievements in the work of foreign communication involving Tibet after nearly 30 years of evolution and development.However,we need to recognize that the actual effect of the white paper related to Tibet is still affected by many factors.In order to further play the role of the white paper related to Tibet in the external communication and achieve better practical effect,we must analyze the influencing factors of its effectiveness,so that it can better break the limiting factors and adapt to the changes of the communication environment.Through the analysis and induction of the historical evolution of the white paper concerning Tibet,this paper not only enriches the research content of the white paper concerning Tibet in China,but also explores the better effectiveness of the white paper concerning Tibet in its external communication in the future.By combining the relevant knowledge of political communication,this paper analyzes the communication mode of the white paper concerning Tibet,which is a rich study of the practical utility of political communication in China It is to find the direction for China’s future white papers related to Tibet to achieve better practical results.Based on the 37 published white papers concerning Tibet,this paper uses the methods of historical analysis,theoretical analysis and literature research to describe the characteristics of their publication,analyze the actual effect and influencing factors of the party and government in using the white papers concerning Tibet to carry out the work of external communication,and put forward the corresponding countermeasures.First of all,this paper introduces the general situation of the white papers related to Tibet in detail.On the basis of the definition of the concept,the background and types of publishing in different periods,it abstracts the characteristics of the increasing number,the single to multiple transformation of the theme content and the increasing initiative of the publishing strategy in the past 30 years;Secondly,the actual effect of the party and the government’s use of this form to carry out the work of Tibet related external communication is elaborated,that is,to show the achievements of Tibet’s development,to enhance the understanding and support of the people of all ethnic groups for Tibet’s development and progress and the national Tibet policy,to eliminate the misunderstanding of international Tibet related,to guide the public opinion of international Tibet related,to show the new image of socialist Tibet,and to enhance China’s international image;Finally,based on the theory of "5W theory" and other related theories of political communication,this paper analyzes how to improve the effectiveness of the foreign communication of the white paper concerning Tibet in China from the factors such as the main body of communication,the audience of communication,and the channels of communication.That is to say,by further adhering to and strengthening the party’s overall leadership in the use of the white paper concerning Tibet to carry out the work of foreign communication concerning Tibet,to enhance the white paper concerning Tibet In order to better adapt to the needs of the development of Tibet related foreign communication in the new era of our country,some suggestions are put forward. |
