| According to the statistical data of the "China Meteorological Disaster Yearbook",from2001 to 2021,the average annual affected population caused by flood disasters in the country exceeded 103 million,and the direct economic losses exceeded 160 billion yuan.In the past20 years,China has suffered from the catastrophic debris flow in Zhouqu,Gansu Province in2010,the nationwide rainstorm and flood disaster in 2016,the super typhoon "Lichima" in2019,the rainstorm and flood disaster in the Great Xing’an Mountains in June 2021,and the flood disaster in Zhengzhou,Henan Province in July 2021.Therefore,in recent years,frequent floods and waterlogging disasters have brought serious harm to social and economic development,and it has become necessary to establish a disaster relief system that involves various social forces.Currently,flood disaster relief is generally led by the state,with governments at all levels actively carrying out disaster relief and carrying out flood disaster relief through the functions of government departments.In the relief mechanism for flood and waterlogging disasters,there is still a lack of coordination mechanisms and security systems for various social forces and funding channels to participate in the relief.Taking the participation of small and medium-sized enterprises in flood disaster relief in China as an example,China’s small and medium-sized enterprises account for 99% of the total number of enterprises in China,playing an important role in social and economic development.In flood disaster relief,there is no lack of participation by small and medium-sized enterprises.From the perspective of small and medium-sized enterprises,enterprises can fulfill their social responsibilities.From the perspective of the government,it is necessary to establish a system of collaborative participation in relief,better integrate small and medium-sized enterprises into the mechanism construction of participation in relief,and better play the role of small and medium-sized enterprises.From the perspective of small and medium-sized enterprises’ participation in flood disaster relief,this article analyzes the issue of small and medium-sized enterprises’ participation in flood disaster relief in Jiangxi Province through literature research,interviews,and case studies,based on collaborative governance theory and corporate social responsibility theory.In the research,it introduces the background and significance of the research,summarizes the research status and main viewpoints of domestic and foreign scholars.The definitions of flood disaster relief and small and medium-sized enterprises are respectively defined,and the connotation and application of collaborative governance theory and corporate social responsibility theory in research are summarized.By analyzing the current situation of small and medium-sized enterprises participating in flood disaster relief in Jiangxi Province in recent years,combining with interview and survey results,this paper analyzes the existing problems and reasons,and proposes targeted countermeasures and suggestions based on summarizing the experience of foreign small and medium-sized enterprises participating in relief.Through research,it is concluded that the main problems existing in the participation of small and medium-sized enterprises in relief currently include the lack of legal systems,inadequate disaster information sharing mechanisms,inadequate daily relief training and rehearsals for small and medium-sized enterprises,and lack of cooperation experience between small and medium-sized enterprises.Based on the existing problems and under the guidance of the theoretical system,countermeasures are proposed from the perspective of the government to strengthen the concept of government collaborative governance,improve the construction of information sharing platforms,and create a good environment for the participation of small and medium-sized enterprises.From the perspective of small and medium-sized enterprises,suggestions are put forward for formulating corporate social responsibility strategies,improving organizational collaboration capabilities among enterprises,and strengthening professional assistance training. |
