Research On The Improvement Of The Work Ability Of Township Party Members And Cadres In The New Era

In July 2019,Comrade Xi Jinping pointed out in his important speech at the conference on party construction in the central and state organs that "mass work is the watchword of our Party;our Party started with mass work and at the same time has to rely on mass work to achieve long-term governance." Enhancing the ability to work with the masses not only reflects our Party’s mass viewpoint and mass line,expresses the inseparable flesh and blood connection between our Party and the masses,but also represents our Party’s determination to lead the nation to the road of great rejuvenation.In the context of the new era,the work of the "three rural areas" is still extremely important in the new journey,and party cadres in townships are the leading core of rural economic and social development,leading the development of various rural undertakings.The modernization and development of agriculture,the comprehensive revitalization of rural areas,and the prosperity of farmers’ lives all require township party cadres to play a leading role,and the key to playing the leading role of township party cadres is to enhance the ability to work with the masses.In order to further improve the ability of township party members and cadres to work with the masses and precisely meet the needs of the masses,this paper is guided by the theoretical viewpoints of classical Marxist writers on the masses,the ideas of successive leaders of the Communist Party of China on building the ability to work with the masses,especially by the important discourse of General Secretary Xi Jinping on building the ability to work with the masses in the new era,combined with the current situation of building the ability of township party members and cadres and Xinyang YJ town as a research sample.The study is guided by General Secretary Xi Jinping’s important discourse on the capacity building of party members and cadres in the new era.At the same time,there are four-dimensional differences in the capacity building of party cadres in the new era,namely:differences in the objects of communication and contact with the grassroots,differences in the ways and channels of soliciting the opinions of the masses,differences in the role played by the function of organizational construction,and differences in the effects reflected by different work contents and other multiple dilemmas.Based on this,this paper analyzes and summarizes the constraints of the capacity building of rural party members and cadres in the new era from internal and external dimensions,such as weak ability and quality,rigid working thinking mode,diversified rural social class structure,insufficient resources and funds,and imperfect mechanism and system.Then,it puts forward the optimization path of improving the mass work ability of township party members and cadres in the new era: using multidimensional tools of mass work,following the scientific principle of mass work,building a long-term mechanism of mass work,and innovating the mass work service mode.
