Research On The Administrative Law Enforcement Of Townships In Minority Areas

With the continuous reform of the national law enforcement system,the administrative law enforcement authority is gradually sinking to the townships.The new round of township law enforcement system reform is bound to face some new problems in the new context and new environment.In order to achieve efficient and smooth operation of township law enforcement power,three key aspects need to be grasped,which are the configuration of law enforcement power,the operation of law enforcement power and the supervision of law enforcement power.Through micro-exploration of specific problems in the field of soil law enforcement in ethnic minority areas,it can be found that the problems of law enforcement in townships in ethnic minority areas are mainly manifested in the imbalance of power and responsibility,alienation of law enforcement operation,weak law enforcement force,and insufficient law enforcement supervision.This is manifested by the mismatch between authority and responsibility,the imbalance between financial power and authority,and the mismatch between staff structure and work tasks in the process of law enforcement power allocation.The operation of law enforcement power is characterized by humanized law enforcement,selective law enforcement and violent law enforcement,campaign-style law enforcement,as well as unclear internal division of labor,weak external supervision and lack of supervision and coordination mechanism.Through theoretical analysis of the deep-seated reasons behind the problem,it is mainly due to the contradiction between the allocation of law enforcement power in townships and the needs,the inherent tension between the logic of governance and the goal of rule of law,the depletion of state capacity in the field of law enforcement,and the regional particularity of ethnic minority areas,In response to the above problems and the causes of the problems,it is necessary to establish and improve the supervision system of township law enforcement on the basis of reasonable allocation of township law enforcement power,and promote the perfection of the exercise of township law enforcement power,so that the overall operation of law enforcement power is efficient and rule of law,and the national governance capacity and level of governance moves in the direction of modernization.
