Research On Fragmentation Problem In Bringing In Investment And Intelligence Of S Town Government In S District In Shandong Province

Bringing in investment and intelligence commonly refers to the umbrella term of attracting investment and intelligence.Bringing in investment and intelligence is one of the primary working contents and functions of the local governments and the major activity to advance the economic development of the local governments.It plays an important role in achieving high-quality economic development.Since the 18 th National Congress of the CPC,the the Party Central Committee with Comrade Xi Jinping at its core attaches great importance on work concerning economy,and the significance of bringing in investment and intelligence is increasingly prominent.For counties,districts and towns,bringing in investment and intelligence refers to achieving transition and upgrading of local economic structure through introducing new technology enterprises and high-end talents.To achieve this goal,it is not enough to depend only on the economic development and wealth accumulation.It is necessary to further coordinate the resources in humans,intelligence and the like.To fully leverage the role of bringing in investment and intelligence,promote its efficient development at a higher speed and comprehensively achieve the goal of introducing the talents through commerce and advancing commerce through talents,thus merging the two endeavors into one and deepening to the work of bringing in investment and intelligence proposed now,and promoting it in a unified way.When the Shandong government carries out the work of bringing in investment and intelligence,it regards the launch of bringing in investment and intelligence as a crucial economic assessment indicator and delegate the work to the lower governments at all levels in counties,districts and towns to make more efforts to carry out this work and raise the quality of bringing in.As a result,the bringing-in pattern that is oriented by the provincial governments and jointly led and joined by multi-government based on the grassroots governments takes place.Under this pattern,the advantage of bringing in investment and intelligence is prominent,but the problems of “fragments” of bringing in investment and intelligence become obvious.For example,the problems of acting of one’s own will,over indexing,task oriented and no investment invitation,form being more important than work,and political achievements being more important than projects are prominent.As a result,the phenomenon of replacing investment promotion with publicity and replacing investment promotion with visits and negotiations takes place.The mechanism is incomplete,focusing on the beginning and neglecting the end,thus unable to do everything well from the beginning to the end,and taking the project implementation as the end point and completely ignoring the follow-up development issues.Moreover,it is difficult to communicate and coordinate,the working cost is too high,and the input of personnel,capital,energy and other aspects is not proportional to the actual progress and effect.The passage,based the theory of holistic governance,systematically classifies and analyzes the problems of “fragments” of bringing in investment and intelligence and puts forward reasonable suggestions in three aspects through analyzing the basic situation of bringing in investment and intelligence of S town government in S district in Shandong province.At present,most of the research still focuses on the traditional investment promotion mode,and discusses investment promotion and talent introduction separately.The problems and suggestions put forward in various literature are of great reference significance.This thesis,while comprehensively analyzing the literature views related to investment promotion and talent introduction,further combines the regional characteristics of Shandong and the actual work of bringing in investment and intelligence,takes investment promotion and talent introduction as a whole,combines and summarizes their characteristics and common problems,and put forward reasonable suggestions to achieve the goal of unified promotion.
