Problem Research On Standardization Construction Of Social Welfare Assistance In B County

"Social welfare assistance" is a new measure put forward in the report of the 19 th CPC National Congress.The proposal of "social welfare assistance" has enriched the connotation of basic public services.Comparatively speaking,vulnerable groups are less able to resist major shocks and have stronger demands for basic public services.As an important means,standardization can effectively improve the quality of basic public services.The standardization of "social welfare assistance" will focus more on the special needs of vulnerable groups,solve the practical difficulties of the people with scientific means and methods,promote the realization of equal access to basic public services,and maintain social equity.In 2020,the State Administration for Market Regulation and other three departments jointly issued the first batch of 51 pilot projects to standardize basic public services.Among them,B County has successfully approved the special pilot project of standardization of national basic public services "social welfare assistance",striving to promote the equalization,convenience and universal benefits of "social welfare assistance",forming a virtuous circle of high-quality supply and demand,and providing more effective support for social development.This thesis takes the standardization construction of "social welfare assistance" in B County as the research object,and uses the case analysis method,in-depth interview method,questionnaire method,etc.In the process of standardization construction of "social welfare assistance" in B County,through establishing a coordination mechanism for standardization work of "social welfare assistance",sorting out basic public service items of "social welfare assistance",constructing a standard system of "social welfare assistance",setting up a standard implementation mechanism of "social welfare assistance",and establishing a basic public service database of "social welfare assistance",Thus,the standardization construction of "social welfare assistance" in B County has achieved certain results.Secondly,through the analysis of the survey results,it points out that there are still some problems in the standardization construction process of "social welfare assistance" in B county,such as the uneven standardization level of each service content of "social welfare assistance",the lack of professional personnel guarantee of "social welfare assistance" standardization,the low participation degree of social forces in the standardization construction of "social welfare assistance",and the implementation of the "social welfare assistance" standard is not in place.Thirdly,the thesis analyzes the causes of the problems in the standardization construction of "social welfare assistance" in B County.Finally,by referring to foreign experience of public service standardization construction in Landkreis Alzey-Worms in Germany,and Greater London,as well as domestic experience of basic public service standardization construction in Haiyan County of Zhejiang Province and Futian District of Shenzhen City,using scientific management theory,standardized governance and other theories,Suggestions are provided for the continuous improvement of the standardization construction of "social welfare assistance" in B County from the perspectives of perfecting and dynamically updating the standard system of "social welfare assistance",enriching the participation of social forces in the standardization construction of "social welfare assistance",improve the mechanism for implementing the standard system of "social welfare assistance",strengthening the standardization talents of "social welfare assistance" and information supporting construction.
